Approve the Agreement for Conveyance of Easements with Harry Moscatel for the <br />acquisition of two easements on a portion of 6350 Rutland Avenue, Assessor's Parcel <br />Number (APN) 151- 020 -008 (Property), for the purchase price of $65,000; and <br />2. Authorize the City Manager, or his designee, to execute the Agreement, including making <br />minor, non - substantive changes, and to sign all documents and instruments necessary to <br />complete the transaction and to expend up to $3,000 for title and escrow fees, and related <br />miscellaneous closing costs, for a total not to exceed $68,000. <br />BOARD RECOMMENDATION: <br />The Riverside Public Utilities' Board is anticipated to approve recommending City Council <br />approve the Agreement for Conveyance of Easements with Harry Moscatel for the acquisition of <br />two easements on a portion of 6350 Rutland Avenue, Assessor's Parcel Number (APN) 151- <br />020 -008 at the November 6, 2015, meeting. <br />BACKGROUND: <br />The Riverside Transmission Reliability Project (RTRP) is a joint project with Southern California <br />Edison (SCE) which provides Riverside Public Utilities a second connection to the state electric <br />transmission grid to address long -term capacity and reliability needs of the City's electric utility <br />system. SCE's portion of the project includes construction of approximately 10 miles of double - <br />circuit 230kV transmission lines and 230kV switchyard. The Riverside Public Utilities' portion of <br />the project includes the installation of approximately 10 miles of 69kV sub - transmission lines, <br />construction of a new substation, improvements to five existing substations, relocation of <br />
