1 RESOLUTION NO. 19031 <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> RIVERSIDE, CALIFORNIA, ESTABLISHING THE <br /> 3 APPROPRIATIONS LIMIT FOR FISCAL YEAR 1996-97 FOR THE <br /> CITY OF RIVERSIDE IN ACCORDANCE WITH THE PROVISIONS <br /> 4 OF DIVISION 9 OF TITLE 1 OF THE GOVERNMENT CODE OF <br /> THE STATE OF CALIFORNIA. <br /> 5 <br /> 6 WHEREAS Article XIII B of the Constitution of the State <br /> 7 of California as proposed by the Initiative Measure approved by <br /> 8 the people at the special statewide election held on November 6, <br /> 9 1979, as amended by Proposition 111 approved on June 5, 1990 and <br /> 10 operative July 1, 1990, provides that the total annual <br /> 11 appropriations subject to limitation of each local government <br /> 12 shall not exceed the appropriations limit of such entity for the <br /> 13 prior year adjusted for the change in the cost of living and the <br /> 14 change in population except as otherwise specially provided for <br /> 15 in said Article; and <br /> 16 WHEREAS the State Legislature added Division 9 <br /> 17 (commencing with Section 7900) to Title 1 of the Government Code <br /> 18 of the State of California to implement Article XIII B of the <br /> 19 California Constitution; and <br /> 20 WHEREAS Section 7910 of the Government Code provides that <br /> 21 each year the governing body of each local jurisdiction shall, by <br /> 22 resolution, establish its appropriations limit and make other <br /> 23 necessary determinations for the following fiscal year pursuant <br /> 24 to Article XIII B at a regularly scheduled meeting or a noticed <br /> 25 special meeting, and that fifteen days prior to such meeting, <br /> 26 documentation used in the determination of the appropriations <br /> 27 limit and other necessary determinations shall be available to <br /> <br />Attorney's Office <br />Street <br />CA 92522 <br />782-5567 F: ~WPDATAkRES \ 96251901.
