Roll Call: <br />CULTURAL HERITAGE BOARD <br />MINUTES <br />WEDNESDAY, AUGUST 19, 2015, 3:30 P.M. <br />ART PICK COUNCIL CHAMBERS, CITY HALL <br />3900 MAIN STREET <br />Chair Gilleece called the meeting to order at 3:30 p.m. with all members <br />present, except Board Members Schulte, Sutter and Van Wart. <br />The Pledge of Allegiance was given to the flag. <br />COMMENTS FROM THE AUDIENCE <br />Nancy Melendez, Spanish Town Heritage Foundation President, spoke <br />in favor of designating the Trujillo Adobe as a city landmark. <br />Darlene Trujillo Elliott, Trujillo descendent, urged the Cultural Heritage <br />Board to recognize the Trujillo Adobe as a city cultural site. <br />DISCUSSION CALENDAR <br />PLANNING CASE P15 -0376 — Certificate of Appropriateness - 3608 <br />Locust Street <br />Certificate of Appropriateness requested by Xavier Design Group on <br />behalf of Go -Man Construction to construct a one - and -a -half story home <br />at 3608 Locust Street, which is a contributor to the Mile Square <br />Northwest Potential Historic Districted. Gaby Adame, Assistant Planner, <br />presented the staff report. BJ Ghuman, Go -Man Construction, <br />addressed the Board. There were no comments from the audience. <br />Following discussion the Cultural Heritage Board: 1. Determined that <br />Planning Case P15 -0376 constitutes one new single family residence <br />that is consistent with the Secretary of the Interior's Standards for the <br />Treatment of Historic Properties, which is categorically exempt from the <br />provisions of the California Environmental Quality Act (CEQA) per <br />Sections 15303 and 15331 of the CEQA Guidelines, and 2. Approved <br />Planning Case P15 -0376 based on the findings outlined in the staff <br />report, subject to staff's recommended conditions, thereby issuing a <br />Certificate of Appropriateness for the project. <br />PLANNING CASE P15 -0570 — Certificate of Appropriateness — 5647 <br />Portola Way <br />Certificate of Appropriateness requested by Jimmy Espinoza of Inland <br />Investment Co., for a single story single family residence within the <br />Arlington Park/El Cajon Potential Historic District on the rear portion of <br />5650 Central Avenue, recently subdivided and proposed to be addressed <br />as 5647 Portola Way. Teri Delcamp, Historic Preservation Senior <br />Planner, presented the staff report.
