W A T E R I E N E R G Y I L I F L <br />Mw <br />69& <br />PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES <br />Board Memorandum <br />DATE: NOVEMBER 6, 2015 <br />ITEM NO: 11 <br />File ID — 15 -3583 — C <br />SUBJECT: PROFESSIONAL CONSULTANT SERVICES AGREEMENT WITH VALLEY SOIL <br />INCORPORATED, RFP 1525, FOR THE SMART IRRIGATION PROGRAM (SIP) FOR <br />$200,000 <br />ISSUE: <br />The issue for the Board of Public Utilities consideration is to approve a Professional Consultant Services <br />Agreement for the Smart Irrigation Program (SIP). <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve a Professional Consultant Services Agreement with Valley Soil Inc., of Temecula, CA, <br />in an amount not to exceed $200,000 for the purposes of administering the Smart Irrigation <br />Program (SIP); and <br />2. Authorize the City Manager or his designee to execute up to three one -year extensions to the <br />agreement. <br />BACKGROUND: <br />The Smart Irrigation Program actively targets high outdoor water -using RPU residential and commercial <br />water customers. Utility analyses have shown that over 60% of overall daily water use in Riverside is <br />directly attributed to landscape irrigation. Smart controllers (Weather Based Irrigation Controllers) use <br />factors such as soil and plant type, local weather data and historical weather patterns to automatically <br />schedule irrigation for a landscape. Smart controllers have been proven to save as much as 25% of the <br />water applied by conventional controllers. The installation of high- efficiency sprinkler nozzles have been <br />proven to save up to 1,400 gallons of water per year per nozzle. <br />July May June June July <br />2011 2012 2015 2015 > 2015 <br />0 <br />
