W A T E R E N E R C Y I <br />RIVERSIDE PUBLIC UTILITIES <br />WI& Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 6, 2015 <br />ITEM NO: 8 <br />File ID — 15 -3580 — C <br />SUBJECT: CONDUIT AND CABLE REPLACEMENT FOR CANYON CREST AREA CIRCUIT 1215 <br />— WORK ORDER NO. 1409723 FOR $1,175,000 — BID NO. 7333 <br />ISSUES: <br />The issues for Board of Public Utilities consideration are: 1) approval of the capital expenditure of <br />$1,175,000 for Work Order No. 1409723 for Conduit and Cable Replacement for Canyon Crest Area <br />Circuit 1215; and 2) award of Bid No. RPU -7333 for the Conduit and Cable Replacement for Canyon <br />Crest Area Circuit 1215. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve the estimated capital expenditure of $1,175,000 for Work Order No. 1409723 for the <br />Conduit and Cable Replacement for Canyon Crest Area Circuit 1215; and <br />2. Award a contract for the Conduit and Cable Replacement for Canyon Crest Area Circuit 1215, Bid <br />No. RPU -7333 to the lowest responsive and responsible bidder High Light Electric, Inc. of <br />Riverside, California, in the amount of $677,777. <br />BACKGROUND: <br />On September 4, 2015, the Board of Public Utilities (Board) received a report of planned routine <br />infrastructure projects. The purpose of that report was to provide the Board an overview of the routine <br />infrastructure projects, over $500,000, planned for FY 2015/16, and to highlight the importance of those <br />projects. Discussion of these projects provided context and familiarity to streamline Board approval of <br />individual project actions throughout the fiscal year. <br />One of the projects discussed was the planned replacement of obsolete High Molecular Weight <br />Polyethylene (HMPE) cable -in- conduit (CIC) in the Canyon Crest residential service area for $3,747,000. <br />This work order is the first portion of that replacement this fiscal year. The Canyon Crest area <br />experienced the highest incidence of cable failures, over the past 10 years, and was prioritized for cable <br />replacement to enhance reliability. During the time of cable replacement, associated terminations and <br />switching equipment will also be replaced and brought up to current standards. <br />This project will replace existing aging infrastructure with new conduit and underground electrical <br />distribution facilities to improve the electric service to customers in the area. Replacement of aging <br />underground infrastructure was identified as part of the Utility 2.0 Electric Infrastructure Road Map. <br />The work will upgrade electric distribution facilities west of Canyon Crest Drive including all streets <br />between Via Vallarta and Country Club Drive. The work includes the installation of approximately 9,211 <br />trench feet of conduit, 9,600 circuit feet of underground primary cable, three secondary pull- boxes, 16 <br />
