'N R I I H I H I H i; V I , <br /> ZW& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P s! 4 I r r U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: December 17, 2010 <br /> ITEM NO: 7 <br /> SUBJECT: PERMANENT TRENCH RESURFACING FOR MERRILL AVENUE 8-INCH WATER <br /> DISTRIBUTION MAIN REPLACEMENT PROJECT(BEATTY DRIVE) <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a contract award for the Permanent Trench <br /> Resurfacing for Merrill avenue 8-Inch Water Distribution Main Replacement Project(Beatty Drive), Bid No. <br /> 6909. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities recommend that the City Council award a contract forthe Permanent Trench <br /> Resurfacing for Merrill Avenue 8-Inch Water Distribution Main Replacement Project (Beatty Drive), Bid No. <br /> 6909, to the lowest responsive bidder, United Paving Company, of La Mirada, California, in the amount of <br /> $209,393.65. <br /> BACKGROUND: <br /> The construction of the Merrill Avenue 8-Inch Water Distribution Main Replacement Project is part of the on- <br /> going water main replacement program was approved by the Board of Public Utilities on February 19, 2010, <br /> including all costs for engineering,construction,and paving. The approved Work Order includes$250,000 for <br /> the trench resurfacing. Following construction of the pipeline by Public Utility forces, because of the existing <br /> pavement condition, it was recommended by Public Works that the entire street paving should be repaired <br /> instead of the usual trench resurfacing.The work will generally entail the permanenttrench resurfacing for the <br /> pipeline, hydrant and service laterals, grind and cap the street curb to curb, between Brockton and Palm; <br /> complete street pavement replacement between Palm and Arch; replacement of speed humps; and striping <br /> and painting per Public Works standards within Beatty Drive as shown on the attached project site map. <br /> Funding for the paving work will be 50% Public Utilities and 50% Public Works. Public Utilities share was <br /> determined based on the total trench resurfacing that would have occurred in absence of the full street <br /> resurfacing. Public Utilities share of the cost is within the$250,000 previously approved for the Work Order <br /> No. 1013090. <br /> Bids were received on November 19, 2010. The lowest responsive bid was submitted by United Paving <br /> Company. Staff has reviewed all provided documentation and has determined that United Paving Company <br /> has met all of the requirements of the specifications. <br /> The eleven (11) bids received are summarized as follows: <br /> COMPANY CITY LOCATION TOTAL BID <br /> 1.
