wy RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum. <br /> BOARD OF PUBLIC UTILITIES DATE: November 5, 2010 <br /> ITEM NO: 8 <br /> SUBJECT: AGREEMENT FOR PROFESSIONAL CONSULTANT SERVICES FOR THE RECYCLED <br /> WATER MASTER RECLAMATION PERMIT AND TITLE 22 ENGINEERING REPORT <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a Professional Services Agreement with HDR Engineering, <br /> Inc. in a not-to-exceed amount of$114,500 for support services related to the Recycled Water Master Reclamation <br /> Permit and completion of the Recycled Water Title 22 Engineering Report. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve a Professional Services Agreement with HDR Engineering, Inc. in a sot- <br /> to-exceed amount of$114,500 for professional consultant services for support services related to the Recycled <br /> Water Master Reclamation Permit and completion of the Recycled Water Title 22 Engineering Report. <br /> BACKGROUND: <br /> The City is in the process of completing two key projects that will enable Riverside Public Utilities (RPU) to <br /> maximize its use of recycled water.These two projects are the Utilities'Recycled Water Facilities Plan(RWFP)and <br /> the expansion of the City's Regional Water Quality Control Plant (RWQCP). The Utilities' RWFP will provide the <br /> roadmap for future recycled water infrastructure. Equally important is the expansion of the RWQCP which will <br /> enable the City to use the 41,400 acre-feet of recycled water granted by the State Water Resources Control Board <br /> (SWRCB) on May 20, 2008. <br /> The distribution of recycled water throughout the City requires a Master Reclamation Permit issued by the Regional <br /> Water Quality Control Board (RWQCB). In order to obtain this permit, the State of California Water Recycling <br /> criteria require the approval of a Title 22 Engineering Report by the RWQCB and the California Department of <br /> Public Health. The engineering report is a comprehensive document produced by a properly qualified engineerthat <br /> addresses all elements of the City's recycled water program. <br /> On August 17,2010,staff issued a Request for Proposals(RFP)to fifteen engineering firms with experience in the <br /> preparation of Recycled Water Title 22 Engineering Reports and Recycled Water Master Reclamation Permit <br /> documents. Staff conducted a non-mandatory pre-proposal meeting on September 1, 2010, to which all of the <br /> solicited engineering firms were invited to attend. Three proposals were received on September 17,2010 from the <br /> following firms: HDR, Riverside; DDB Engineering, Inc., Irvine; Krieger& Stewart, Riverside. <br /> The Selection Committee(Committee)consisting of seven RPU staff members reviewed the proposals on the basis <br /> of the criterion described in the RFP. On September 27, 2010, the Committee met and recommends HDR <br /> Engineering, Inc. HDR provided the best proposal,the lowest price, and has a well qualified team to conduct this <br /> project. HDR is also on RPU's Professional Consultant Services Panel and has agreed to the terms in the attached <br /> Professional Consultant Services Agreement. <br />
