W A f i N r i l P I <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P� W& <br /> BOARD OF PUBLIC UTILITIES DATE: October 1, 2010 <br /> ITEM NO: 5 <br /> SUBJECT: UPGRADE DOCUMENT FORMATTING SOFTWARE <br /> ISSUE: <br /> Board approval is requested to enter into an Agreement with Oracle America Inc. to upgrade Docucorp's <br /> Documaker software. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve an Agreement with Oracle America Inc., of Redwood Shores, <br /> California, in the amount of$76,454 to upgrade Docucorp's Documaker software. <br /> BACKGROUND: <br /> The Information Technology (IT) Department implemented Docucorp's Documaker software in 1997, <br /> following a Request for Proposal (R FP)process,to format utility bills for Riverside Public Utilities(RPU) and <br /> relied on Docucorp for maintenance and support of the software. Docucorp was acquired by Oracle in 2048 <br /> and subsequently, dropped support for the old version of the Documaker software that the City of Riverside <br /> (City) uses. <br /> RPU has recently requested changes be made to the utility bills. However,the current version of Documaker <br /> is no longer supported and, therefore, must be upgraded before Oracle will make the requested changes. <br /> The upgrade is complex and involves integration with the application software that creates the billing data and <br /> the printer software where it is printed. If RPU hires a third party to modify the Documaker software to allow <br /> for the changes,the warranty on the original software is voided and risk to the City increases. Under section <br /> 201(c)of City Resolution No. 21182,competitive procurement is not required if the procurement can only be <br /> obtained from a sole source, and the City's Purchasing Services Manager is satisfied that the best price, <br /> terms and conditions for the procurement have been negotiated. Based upon the foregoing,the Purchasing <br /> Services Manager has approved waiver of competitive procurement for this software. <br /> The work performed by Oracle will be reviewed by IT to ensure it meets RPU needs. <br /> FISCAL IMPACT: <br /> The total cost for the upgrade is $76,454.
