RIVERSIDE PUBLIC UTILITIES
Board Memorandum
P U 8 1 i f U T I L I 1 I E S
BOARD OF PUBLIC UTILITIES DATE: October 1, 2010
ITEM NO: 4
SUBJECT: UTILITIES OPERATION CENTER IMPROVEMENTS TO HVAC, BATH AND LOCKER
ROOMS -WORK ORDER NO. 1105066
ISSUE:
Board of Public Utility approval is requested for Work Order No. 1105066 in the amount of 450,000 for the
replacement of the HVAC, and remodel of the men and women's bath and locker rooms at the Riverside
Public Utilities (RPU) Operation Center.
RECOMMENDATION:
That the Board of Public Utilities approve Work Order No. 1105066 in the amount of$450,000.
BACKGROUND:
The UOC is nearly 20 years old and the present workforce and equipment used in the day to day operations
of the Water and Electric Divisions is nearly double of what was in place when the building was designed.
The existing Heating,Ventilation and Air Conditioning (HVAC) system is antiquated and inefficient. Due to its
age, maintenance is very high and parts are expensive and hard to find. An evaluation of the system by the
City's General Services Department HVAC crew has recommended replacement.
Additionally, there is a need to make substantial improvements to the first floor bathrooms, including the
installation of new facilities and improved sewer capacity. Also, the existing showers and lockers need to be
expanded and refurbished. Finally, a facility to install two ice machines needs to be constructed. Ice is used
on a daily basis for RPU crew's water needs while they are on the job sites.There are two existing machines;
however, they are unable to keep up with the demand on a regular basis.
The estimated cost for the HVAC replacement is $250,000; bathroom remodel is $150,000; and the ice
machine facility is $50,000.
FISCAL IMPACT:
The total estimated cost is$450,000. Sufficient funds are available in the Building Occupancy Account No.
6000010-462050.
Prepared by: Stephen H. Badgett, Public Utilities Deputy General Manager[Energy Delivery
Approved by: David H. Wright, Public Utilities General Manager
Approved by: Belinda J. Graham, Assistant City Manager
Approved as to form: Gregory P. Priamos, City Attomey
Concurs with: Art Torres, Purchasing Services Manager
