Ll RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C n r [ L I T I F S <br /> BOARD OF PUBLIC UTILITIES DATE: October 1, 2010 <br /> ITEM NO: 3 <br /> SUBJECT: HAZARDOUS MATERIALS SITE INVESTIGATION CITY'S CORPORATION YARD -- <br /> WORK ORDER NO. 1104774 <br /> ISSUE: <br /> Public Utilities Board approval is requested for Work Order No.1104774. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the estimated $65,000 capital expenditure for Work Order No. <br /> 1104774 to engage a Consultant to conduct a site investigation of a Hazardous Materials Site at the City's <br /> Corporation Yard located at 8095 Lincoln Avenue and to develop a Remediation Plan to make the site <br /> available for unrestricted use. <br /> BACKGROUND: <br /> In 1993, the Riverside Marketplace Redevelopment Project identified soil contaminated with creosote and <br /> high levels of lead at the former Mulberry Yard located near the intersection of Ninth Street and Vine Street. <br /> The contaminated material was treated and transported to the Corporation Yard at 8095 Lincoln Avenue <br /> where it was placed in a lined pit and covered over in accordance with the"Final Closure Report, Placement <br /> of Chemically Stabilized Lead and Petroleum Hydrocarbon Impacted Materials", dated April 1994 by <br /> SEACOR. <br /> The Hazardous Materials disposal pit was identified as a concern duri ng a recent review of the Corporation <br /> Yard site for redevelopment or future uses. Energy Delivery staff was directed to prepare a project to <br /> remediate the location for unrestricted use. <br /> On July 27, 2010 a Request for Proposals (RFP) to conduct a Hazardous Materials Site Investigation was <br /> issued to the Consultants' Panel for Various Public Utilities Capital Improvement Projects. Five consultants <br /> attended the pre-bid meeting on August 11, 2010;four consultants returned proposals. Of those proposals, <br /> three were found to be responsive to the RFP. A committee composed of Public Utilities and General <br /> Services Department staff reviewed the proposals and determined LOR Geotechnical Group, Inc of Riverside <br /> California to be the best qualified consultant to perform the work. Staff entered into negotiations with LOR <br /> and developed a Scope of Services and not to exceed fee of$56,128. <br /> All work is to be performed by the Consultant and the Consultant's subcontractors. Staff estimates for the <br /> project are as follows: <br /> Percent of Total <br /> Consulting Agreement $56,128 86.35% <br /> Contingency $8,872 - - -13.65% <br /> Total $65,000 100% <br /> Engineer's Estimate: $65,000 <br />
