LITIES <br /> BOARD OF PUBLIC UTILITIES DATE: September 17, 2010 <br /> ITEM NO: 10 <br /> SUBJECT: CASA BLANCA SUBSTATION AWARD OF EQUIPMENT PURCHASE ORDERS <br /> WORK ORDER NO. 1016403 <br /> ISSUE: <br /> Board of Public Utilities approval is required for Work order No. 1016403 and for the award of purchase <br /> orders for a power transformer, switchgear equipment and circuit breakers. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the estimated capital expenditure of $4,200,000 for the substation upgrades at Casa <br /> Blanca Substation; <br /> 2. Approve the award of a purchase order for power transformer equipment form ABB, of South <br /> Boston, Massachusetts, in the amount of$707,572; <br /> 3. Approve the award of a purchase order for switchgear equipment from AZZ Central Electric, of <br /> Fulton, Missouri, in the amount of$785,087; and <br /> 4. Approve the award of a purchase order for four 69 kV circuit breakers from Areva T&D Inc., of <br /> Charleroi, Pennsylvania, in the amount of$172,239. <br /> BACKGROUND: <br /> Riverside Public Utilities (RPU) has kept up with growth and capacity needs in Riverside's southeast and <br /> central neighborhoods with system requirements, including substation additions, voltage conversions, and <br /> transmission and distribution projects. In order to keep pace with growth and maintain reliability for the <br /> southwestern Riverside neighborhoods, the Casa Blanca Power Project (CBPP) was initiated and is <br /> scheduled for completion in May 2012. The Casa Blanca Substation site was identified for upgrades in the <br /> Electric System Master Plan, The CBPP will provide needed capacity support for the existing service areas of <br /> Casa Bianca, Freeman and Harvey Lynn Substations, as well as the outer fringe areas of Orangecrest and <br /> Plaza Substations. The CBPP is a major infrastructure improvement that includes the upgrade and <br /> replacement of the existing Casa Blanca Substation located at 7615 Evans Street. CBPP also includes the <br /> extension of 69 kV sub-transmission lines, and the installation of new 12 kV feeders. <br /> Work Order No. 1016401 for the Casa Blanca Substation upgrade replacement is estimated at$9,000,000. <br /> At this time Work Order approval is requested for$4,200,000. Staff will return to the Board of Public Utilities <br /> (Board)for additional purchase approvals and Work Order increases as equipment proposals and funds are <br /> required. <br /> Project Management, partial design,specification development,procurement,and construction are expected <br /> to be completed by RPU staff. A substantial portion of design is to be completed by consultants and <br /> equipment vendors. <br />
