S <br /> BOARD OF PUBLIC UTILITIES DATE: September 17, 2010 <br /> ITEM NO: 9 <br /> SUBJECT: CASA BLANCA 4 kV TO 12 kV CONVERSION OF CIRCUIT 54 TO CIRCUIT 1205 <br /> WORK ORDER NO. 1023210 <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Work Order No. 1023210. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the estimated capital expenditure of $381,597 for the Casa <br /> Blanca 4 kV to 12 kV Conversion Project. <br /> BACKGROUND: <br /> This project is the second and final phase for 4 kV to 12 kV circuit conversions from the Casa Blanca <br /> Substation, encompassing a large area along Evans Street, Grace Street, Victoria Avenue, and <br /> surrounding areas (see Site Map). The first phase was approved by the Board on August 20, 2010 and <br /> converted Circuit 53. <br /> The conversion of Circuit 54 is due to the age and obsolescence of the 4 kV equipment and feeders at <br /> Casa Blanca Substation. Riverside Public Utilities (RPU) ceased the 4-12 kV conversion in 2000 which <br /> resulted in a 4 kV "island" in the Casa Blanca area. This action created no external ties to other <br /> Substations, resulting in the potential for extended outages should the obsolete equipment fail. The <br /> recently completed Electric System Master Plan and RPU's internal Reliability Assessment both <br /> recommend the conversion of these facilities. <br /> The scope of the work involving the conversion of a 4 kV circuit to a 12 kV circuit consists of replacing <br /> approximately 10 poles, changing out 9 transformers, installing 4-600A overhead switches, replacing <br /> approximately 300 feet of primary conductors, along with the replacement of all crossarms and <br /> insulators. Engineering will be performed by staff and construction will be performed by either Utility staff <br /> or by contractors using the Utility Contractor's Panel. <br /> FISCAL ELECTRICAL IMPACT: <br /> The total estimated cost for Work Order No. 1023210 is $ 381,597. <br /> % of <br /> Total <br /> Construction-Electric Conduit& Structures $291,685.00 76.44% <br /> Design, Construction Management, Inspection $89,912.00 23.56% <br /> Subtotal: $381,597.00 100% <br /> Funds are budgeted and available for this project in the Major 4 kV to 12 kV Conversion Account No. <br /> 6130000-470644. <br />
