[ Ti E5 <br /> BOARD OF PUBLIC UTILITIES DATE: September 17, 2010 <br /> ITEM NO. 6 <br /> SUBJECT: REHABILITATION OF OLIVEWOOD BOOSTER NOS. 1, 3, AND 6 <br /> WORK ORDER NO. 1027289 <br /> ISSUE: <br /> Consideration of the capital expenditure of$80,000 and the issuance of a purchase order forthe removal and <br /> replacement of three pump and motor assemblies at the Olivewood Booster Station. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Authorize the expenditure of$80,000 for the removal and replacement of three pump and motor <br /> assemblies for Work Order No. 1027289 which includes all procurement and other costs for the <br /> Olivewood Booster Nos. 1, 3 and 6 Rehabilitation Project; and <br /> 2. Authorize a Purchase Order to the lowest responsive bidder, Tri County Pump Company of San <br /> Bernardino, California, in the amount of$72,306.69. <br /> BACKGROUND: <br /> The Olivewood Booster Rehabilitation Project is included as part of the City of Riverside Public Utilities'Safe <br /> W.A.T.E.R. Plan. The Olivewood Booster Station consists of six pumps and is used to transfer irrigation <br /> water from the Riverside Canal to the Gage Canal Company, which is part of the Gage Exchange Program. <br /> Under this Program, Riverside receives potable water at the Linden-Gage delivery from the Gage Canal <br /> Company, and Gage receives irrigation water in the canal. The Program was developed in 1991 in response <br /> to ongoing drought conditions and the Olivewood Booster Station was constructed at that time. <br /> Olivewood Booster Nos. 1, 3 and 6 are the original pump and motors which were installed in 1991 and have <br /> suffered drops in their production and electrical efficiency. In contrast, Olivewood Booster Pump Nos. 2, 4 <br /> and 5 were rehabilitated in 2008 and 2009 and are performing reliably with improved production and electrical <br /> efficiencies. <br /> Section 602 of the Purchasing Resolution (No. 21182) provides for a utilities exception which allows for the <br /> acquisition of specific items listed by Open Market Procurement, if it appears to be in the best interest of the <br /> City due to overall economy and efficiency. This type of procurement allows staff to directly contact certain <br /> vendors to request quotations for specific equipment in lieu of formal advertisement of the procurement.Staff <br /> solicited bids fro m four contractors to procure the materials and complete the work. Three bids were received <br /> on June 10,2010. Staff has reviewed all provided documentation and has determined that Tri County Pump <br /> Company is the lowest responsive, responsible bidder with a bid of $72,306.69. The bids received are <br /> summarized in the table below: <br />
