Reject the bid submitted by Emad Nabih in the amount of$140,891.29 as non-responsive; <br /> 2. Award a contract for the Permanent Trench Resurfacing for California T- Bel Air 8-inch Water <br /> Distribution Main Replacement Project, Bid No. 6862, to the lowest responsive bidder, Laird <br /> Construction Co., Inc., of Rancho Cucamonga, California, in the amount of$141,525.93; and <br /> 3. Authorize the issuance of change orders to the purchase order of up to twenty-percent of the original <br /> amount for Bid No. 6862. Such changes will be reported to the Board of Public Utilities at the <br /> conclusion of the project. <br /> BACKGROUND: <br /> The construction of the California—Bel Air 8-inch Water Distribution Main Replacement Project as part of the <br /> on-going water main replacement program was approved by the Board on March 5,2010, including all costs <br /> for engineering,construction,and paving. The construction of the water pipeline is currently underway by the <br /> City's field forces, and the anticipated completion date for the pipeline work is mid-September 2010. <br /> The Work Order that was previously approved by the Board includes$300,000 for pipeline trench resurfacing. <br /> The bid documents for the paving work entailed trench resurfacing, including grinding each side of the trench <br /> areas and applying new asphalt concrete flush with the existing asphalt per Public Works standards within the <br /> affected streets as shown on the attached project site map. The work would also include the application of <br /> new traffic striping and pavement delineation as needed. <br /> In an effort to fully restore the roadway surface and avoid large overlays of the lateral trench crossings, as <br /> required by the Public Works Department trench resurfacing standards, staff is proposing to flush pave the <br /> trenches and slurry overlay of the full street. Although slurry seal was not a part of the original bid,the Public <br /> Works Department has agreed to this approach. Staff recommends augmenting the customary ten-percent <br /> change order amount by increasing it to twenty-percent. This will ensure that the project will continue on <br /> schedule and will avoid unnecessarily inconveniencing the residentswithin the project vicinityfor an extended <br /> period. <br />
