Approve the capital expenditure of $4,000,000 for Work Order No. 1017774, which includes all <br /> design, construction, change order contingencies, construction management and inspection for the <br /> San Bernardino Water Supply Line Washington Street 48-inch Water Transmission Main <br /> Replacement Project, Bid No. 6868; <br /> 2. Award a contract forthe construction of the San Bernardino Water Supply Line Washington Street48- <br /> inch Water Transmission Main Replacement Project, Bid No.6868,to the lowest responsive bidder, <br /> L.H. Woods & Sons, Inc., of Vista, California, in the amount of$3,240,444; <br /> 3. Authorize the issuance of change orders to the purchase order of up to ten percent(10)of the original <br /> amount for Bid No. 6868. Such changes will be reported to the Board of Public Utilities at the <br /> conclusion of the project; and <br /> 4. Approve the expenditure of $404,659 for Work Order Nos. 1023047, 1020426, 1024586 and <br /> 1025485, as a result of emergency leak repairs to the 42-inch water supply line. <br /> BACKGROUND: <br /> The San Bernardino Water Supply Line conveys water to the City of Riverside produced from the wells within <br /> the City of San Bernardino and the recently completed John W. North Water Treatment Plant. Sections of the <br /> transmission system dates back to the original installation in the mid 1920's and have reached the end of <br /> their useful life. These sections pose a high risk of failure due to their age. <br /> One such section is in the southem part of the City of Colton between Mt.Vemon Avenue and the Treatment <br /> Plant (Exhibit 1). This section in question has had three major and six residual failures within the past six <br /> months. Repairs to the sections of the reinforced concrete pipe were undertaken on emergency authorization <br /> by the Public Utilities General Manager and the City Manager. Several horizontal spring line cracks and <br /> mortar ring joint failures were repaired. Due to the age and fragility of the lightly reinforced concrete pipe, <br /> ground movement associated with repair work can induce additional cracking at the joints. Reliability of the <br /> water system to the City of Riverside becomes compromised with each failure. Staff provided an overview of <br /> the issue to the Board at its regular meeting on May 7, 2010. <br />
