RIVERSIDE PUBLIC UTILITIES <br /> P b 9 ; r 1 E S Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: August 20, 2010 <br /> ITEM NO: 6 <br /> SUBJECT: SURPLUS PROPERTY DECLARATIONS AND CONVEYANCES IN CONNECTION <br /> WITH THE SR-91 IMPROVEMENT PROJECT <br /> ISSUE: <br /> That the Board of Public Utilities consider certain surplus property declarations and the disposition of various <br /> Utility property interests in connection with the State Route (SR) 91 Improvement Project. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities recommend that the City Council: <br /> 1. Declare nine parcels (or portions thereof} as surplus to the current and anticipated needs of the <br /> Utility; <br /> 2. Similarly declare these parcels as surplus and approve their sale to the Riverside County <br /> Transportation Commission ("RCTC"); <br /> 3. Approve the permanent and temporary easement conveyances described below and granting same <br /> to the RCTC; and <br /> 4. Authorize the City Manager,or his designee,to execute the documents necessaryto implement the <br /> transactions described above. <br /> BACKGROUND: <br /> The Riverside County Transportation Commission (RCTC), in cooperation with the California Department of <br /> Transportation, is proceeding with its plans to construct improvements to certain portions of SR-91 (SR-91 <br /> Improvement Project,the"Project")within Riverside. The Project will add one High Occupancy Vehicle lane <br /> in each direction between Adams Street and the SR-6011-215 Interchange. To facilitate the Project, RCTC <br /> wishes to acquire from the City several portions pf fee-owned Utility parcels, permanent easement rights and <br /> temporary construction easements, as shown on the attached Exhibit A. <br /> Staff analysis concludes that the disposition of the fee-owned Utility parcels, and granting of the specified <br /> permanent easements and temporary construction easements will have no adverse effect. RCTC has made <br /> offers far each affected parcel based on independent appraisals,which staff has reviewed and determined to <br /> be fair and just compensation. <br /> FISCAL IMPACT: <br /> The total for the land sale and easement conveyances total $1,445,466. Proceeds will be credited to Water <br /> Fund Account No. 0000520-380010, as a reserve for future property acquisitions. <br />
