RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: August 20, 2010 <br /> ITEM NO: 5 <br /> SUBJECT: FLUME 30-INCH WATER TRANSMISSION MAIN REPLACEMENT PROJECT <br /> ISSUE: <br /> That the Board of Public Utilities consider a contract award for the construction of the Flume 30-Inch Water <br /> Transmission Main Replacement Project, Bid No. 6807. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the capital expenditure of $458,000 for Work Order No. 0909963, which includes all <br /> design, construction,change order contingencies,construction management,and inspection forthe <br /> Flume 30-Inch Water Transmission Main Replacement Project, Bid No. 6807; and <br /> 2. Award a contract for the construction of the Flume 30-Inch Water Transmission Main Replacement <br /> Project, Bid No.6807,to the lowest responsive bidder, EL-CO Contractors Inc.,of San Bernardino, <br /> California, in the amount of$350,177.95. <br /> BACKGROUND: <br /> The Flume Transmission Main delivers water from the Flume Well Field to the recently completed John W. <br /> North Treatment Plant.The existing 48-inch pipeline was installed prior to 1950 and has experienced several <br /> leaks. The portion of the pipeline that crosses the Santa Ana River was replaced in 2009. The Flume 30- <br /> Inch Water Transmission Main Replacement Project will replace approximately 1,350 linear feet of existing <br /> reinforced concrete pipe with 30-inch mortar lined and coated steel pipe from the south bank of the Santa <br /> Ana River to the treatment plant as shown on the attached project site map. Hydraulic modeling has shown <br /> that flow in a 30-inch pipe will carry the capacity of the existing wells plus the addition of another well. <br /> Replacement of this reach of the transmission main will help ensure continuous reliable operation of the John <br /> W. North Water Treatment Plant, which presently supplies approximately 10% of the City's annual water <br /> needs. <br /> Bids were received on July 8, 2010. The lowest responsive bid was submitted by EL-CO Contractors Inc. <br /> Staff has reviewed all provided documentation and has determined that EL-CO Contractors Inc. has met all of <br /> the requirements of the specifications. <br /> The six bids received are summarized as follows. <br /> COMPANY CITY LOCATION TOTAL BID <br /> 1.
