RIVERSIDE PUBLIC UTILITIES Board Memorandum BOARD OF PUBLIC UTILITIES DATE: August 20, 2010 ITEM NO: 3 SUBJECT: CASA BLANCA 4 kV TO 12 kV CONVERSION -WORK ORDER NO. 1022667 ISSUE: Board of Public Utilities approval is requested for Work Order No. 1022667. RECOMMENDATION: That the Board of Public Utilities approve the estimated capital expenditure of $256,058 for the Casa Blanca 4kV to 12kV conversion project. BACKGROUND: The Casa Blanca Substation and distribution facilities are some of the older systems within the city. Due to the age and limited capacity of the 4 kV equipment and feeders at the Casa Blanca Substation, as well as a lack of external ties to other substations has created a potential for extended outages should any of the obsolete equipment fail. The Electric System Master Plan, along with Riverside Public Utilities internal Reliability Assessment Report, recognized this potential problem and recommends the immediate conversion of these facilities to the higher 12kV system which has additional capacity and circuit ties. The scope of the work involves the conversion of a 4kV overhead circuit to a 12kV circuit. The work consists of replacing approximately 6 poles, changing out 12 transformers, installing switches, replacing approximately 1,729 feet of conductor, along with the replacement of all cross arms and insulators. Engineering has been performed by staff and construction will be performed by either Utility staff or by contractors.
