W A T E R I E N E R G Y I l I E E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T T I I T T F $ <br /> BOARD OF PUBLIC UTILITIES DATE: July 16, 2010 <br /> ITEM NO: 18 <br /> SUBJECT: PROFESSIONAL CONSULTANT SERVICES PANEL FOR ENGINEERING SERVICES <br /> FOR G.O. 165 PUBLIC UTILITIES ENERGY DELIVERY — AWARD OF MASTER <br /> AGREEMENT FOR PROFESSIONAL CONSULTANT SERVICES FOR VARIOUS <br /> CONSULTING FIRMS <br /> ISSUE: <br /> Consideration of the establishment of a proposed Consultants' Panel for Public Utilities Electric Projects <br /> between July 16, 2010 and June 30, 2013. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the Agreement for Professional Services for Various Public Utilities Capital Services <br /> Projects in amounts not-to-exceed $300,000 with four (4) professional firms for engineering and <br /> other services for transmission and distribution lines for GO 165 projects; and <br /> 2. Authorize the City Manager, or his designee, to execute the Master Agreements with each listed <br /> Panel member, in substantially the same form as attached to this report. <br /> BACKGROUND: <br /> On January 15, 2010,The Electric Division in the Riverside Public Utilities Department issued a Request for <br /> Proposals (RFP's) to consulting firms to retain Engineering and other services for transmission and <br /> distribution lines to serve for a contract term of three years on an as needed basis from the period of July 16, <br /> 2010 to June 30, 2013. Through the use of Panels, the City realizes increased project efficiency and <br /> effectiveness by eliminating the review of qualifications and contract review for each individual project. The <br /> panel includes consultants located within 50 miles of Riverside to ensure ability to rapidly respond, <br /> investigate field conditions and allow for coordination with repair crews. Further effectiveness will be realized <br /> as the various professional firms awarded projects become increasingly familiar with the City standards and <br /> performance expectations over the course of this multi-year contract. Staff received Statements of <br /> Qualifications from 6 consulting firms.A consultant selection committee from the Public Utilities Department <br /> evaluated all submitted Statement of Qualifications.
