W A T E R I E N E R G Y I l I E E
RIVERSIDE PUBLIC UTILITIES
Board Memorandum
P U B L I C U T T I I T T F $
BOARD OF PUBLIC UTILITIES DATE: July 16, 2010
ITEM NO: 18
SUBJECT: PROFESSIONAL CONSULTANT SERVICES PANEL FOR ENGINEERING SERVICES
FOR G.O. 165 PUBLIC UTILITIES ENERGY DELIVERY — AWARD OF MASTER
AGREEMENT FOR PROFESSIONAL CONSULTANT SERVICES FOR VARIOUS
CONSULTING FIRMS
ISSUE:
Consideration of the establishment of a proposed Consultants' Panel for Public Utilities Electric Projects
between July 16, 2010 and June 30, 2013.
RECOMMENDATIONS:
That the Board of Public Utilities:
1. Approve the Agreement for Professional Services for Various Public Utilities Capital Services
Projects in amounts not-to-exceed $300,000 with four (4) professional firms for engineering and
other services for transmission and distribution lines for GO 165 projects; and
2. Authorize the City Manager, or his designee, to execute the Master Agreements with each listed
Panel member, in substantially the same form as attached to this report.
BACKGROUND:
On January 15, 2010,The Electric Division in the Riverside Public Utilities Department issued a Request for
Proposals (RFP's) to consulting firms to retain Engineering and other services for transmission and
distribution lines to serve for a contract term of three years on an as needed basis from the period of July 16,
2010 to June 30, 2013. Through the use of Panels, the City realizes increased project efficiency and
effectiveness by eliminating the review of qualifications and contract review for each individual project. The
panel includes consultants located within 50 miles of Riverside to ensure ability to rapidly respond,
investigate field conditions and allow for coordination with repair crews. Further effectiveness will be realized
as the various professional firms awarded projects become increasingly familiar with the City standards and
performance expectations over the course of this multi-year contract. Staff received Statements of
Qualifications from 6 consulting firms.A consultant selection committee from the Public Utilities Department
evaluated all submitted Statement of Qualifications. The committee recommended awarding Master
Agreements to the following firms with their field of expertise as shown in the Consultants Services Panel
below:
No. Consultant Location
1 DMC Design Group, Inc Corona, CA
2 Herman Weissker Riverside, CA
Parsons Commercial Technology
3 Group Inc.
