W A T E R I E N E R G Y I l I E E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T T l I T T F $ <br /> BOARD OF PUBLIC UTILITIES DATE: July 16, 2010 <br /> ITEM NO: 16 <br /> SUBJECT: AWARD OF BID NO. 6841 FOR CONSTRUCTION OF THE SUBTRANSMISSION <br /> PROJECT(STP) PHASE 1C — 1.3 MILES OF TWIN CIRCUIT 69 KV TRANSMISSION <br /> LINE FROM TENTH STREETAND COMMERCE AVENUE TO TWELFTH STREETAND <br /> CHICAGO AVENUE, WORK ORDER NO. 1022854 <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Bid No. 6841 for construction of STP Phase 1 C which <br /> includes 1.3 miles of twin circuit 69 kV transmission line with 12 and 4 kV distribution underbuild from Tenth <br /> Street at Commerce Avenue to Twelfth Street at Chicago Avenue. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve Work Order No. 1022854 for the estimated capital expenditure of $1,500,000 for the <br /> construction of the Subtransmission Project (STP) Phase 1 C; <br /> 2. Award a contract to Wilson Utility Construction of Canby, Oregon, for the construction of the STP <br /> Phase 1C in the amount of$1,137,523.82; and <br /> 3. Authorize the City Manager, or his designee, to prepare and execute all necessary documents. <br /> BACKGROUND: <br /> The STP resolves critical infrastructure and capacity deficiencies in the eastern part of the 69 kV <br /> subtransmission network. Riverside Public Utilities' (RPU) electrical engineering consultant, Power <br /> Engineers, Inc. (POWER) prepared the Initial Study and Mitigated Negative Declaration (MND) under the <br /> California Environmental Quality Act(CEQA). The City Council adopted the MND and approved the STP on <br /> September 22, 2009. <br /> The STP includes the construction and reconstruction of 4.8 miles of twin circuit transmission lines and is <br /> being constructed in phases. The first one third of a mile of work, the rearrangement and reconstruction of <br /> the transmission lines in the vicinity of Hunter Station, has been completed. The Phase 1 C work, subject to <br /> Board of Public Utilities' approval, is proposed to construct 1.3 miles of twin circuit 69 kV overhead <br /> transmission lines from Tenth Street at Commerce Avenue to Twelfth Street at Chicago Avenue. The <br /> balance of the work, 3.2 miles of twin circuit 69 kV transmissions lines, will be submitted to the Board of <br /> Public Utilities for approval following completion of the plans, specifications, and bidding. <br /> Staff solicited bids for the project on May 27, 2010. Fifteen contractors and subcontractors attended the pre- <br /> bid meeting held on June 7, 2010 with five contractors returning bids. Of the bids submitted, Wilson Utility <br /> Construction Company submitted the lowest responsive and responsible bid in the amount of$1,137,523.82. <br /> CONTRACTOR LOCATION TOTAL BID <br /> 1.
