W A T E R I E N E R 5 Y , L I F E RIVERSIDE PUBLIC UTILITIES Board Memorandum P U B L I C U T I L I T I E S BOARD OF PUBLIC UTILITIES DATE: July 16, 2010 ITEM NO: 8 SUBJECT: CONSTRUCTION OF RIVERSIDE CANAL REPAIRS AT VAN BUREN BOULEVARD CROSSING, BID NO. 6861 ISSUE: Consider authorizing the capital expenditure of$62,000 for Work Order No. 1022307 for the Riverside Canal Repairs at Van Buren Boulevard Crossing, Bid No. 6861. RECOMMENDATIONS: That the Board of Public Utilities: 1. Approve the capital expenditure of$62,000 for Work Order No. 1022307,which includes all design, construction, change order contingencies, construction management and inspection for the Riverside Canal Repairs at Van Buren Boulevard Crossing, Bid No. 6861; 2. Determine that the bid submitted by Western Structures in the amount of $38,726.10 is non- responsive; and 3. Award a contract for the construction of the Riverside Canal Repairs at Van Buren Boulevard Crossing, Bid No. 6861 to the lowest responsive bidder, HYM Engineering, Inc. of Buena Park, California, in the amount of$44,696.25. BACKGROUND: This project will involve covering a short segment of the Riverside Canal,just before it transitions into a box culvert, crossing beneath Van Buren Boulevard. The roadway is very narrow in the area, as the open canal encroaches very close to the edge of the traveled way. Given the canal's close proximity to the edge of the roadway, it is expected that this project will enhance the safety of motorists in this area, as it will help prevent an errant vehicle from falling into the canal. The project will involve constructing a traffic-rated reinforced concrete cover, a concrete transition structure, a short segment of curb and gutter, along with related asphalt paving and other associated work needed to complete the project. Due to the high volume of vehicular traffic on Van Buren Boulevard,the work has been restricted to off-peak travel hours, as approved by the Public Works Department. Bids for this project were opened on June 23, 2010. Staff has determined that the lowest bid, which was submitted by Western Structures, was deemed non-responsive, due to the fact that the dollar amount listed for"Item No. 1 —Clearing and Grubbing..." of Bid Schedule"A" was in excess of the stipulated five-percent cap. Consequently, the lowest responsive bid was from HYM Engineering, Inc. Staff has reviewed all provided documentation and has determined that HYM Engineering, Inc. has met all of the requirements of
