Approve the capital expenditure of$62,000 for Work Order No. 1022307,which includes all design, <br /> construction, change order contingencies, construction management and inspection for the <br /> Riverside Canal Repairs at Van Buren Boulevard Crossing, Bid No. 6861; <br /> 2. Determine that the bid submitted by Western Structures in the amount of $38,726.10 is non- <br /> responsive; and <br /> 3. Award a contract for the construction of the Riverside Canal Repairs at Van Buren Boulevard <br /> Crossing, Bid No. 6861 to the lowest responsive bidder, HYM Engineering, Inc. of Buena Park, <br /> California, in the amount of$44,696.25. <br /> BACKGROUND: <br /> This project will involve covering a short segment of the Riverside Canal,just before it transitions into a box <br /> culvert, crossing beneath Van Buren Boulevard. The roadway is very narrow in the area, as the open canal <br /> encroaches very close to the edge of the traveled way. Given the canal's close proximity to the edge of the <br /> roadway, it is expected that this project will enhance the safety of motorists in this area, as it will help prevent <br /> an errant vehicle from falling into the canal. The project will involve constructing a traffic-rated reinforced <br /> concrete cover, a concrete transition structure, a short segment of curb and gutter, along with related asphalt <br /> paving and other associated work needed to complete the project. <br /> Due to the high volume of vehicular traffic on Van Buren Boulevard,the work has been restricted to off-peak <br /> travel hours, as approved by the Public Works Department. <br /> Bids for this project were opened on June 23, 2010. Staff has determined that the lowest bid, which was <br /> submitted by Western Structures, was deemed non-responsive, due to the fact that the dollar amount listed <br /> for"Item No. 1 —Clearing and Grubbing..." of Bid Schedule"A" was in excess of the stipulated five-percent <br /> cap. Consequently, the lowest responsive bid was from HYM Engineering, Inc. Staff has reviewed all <br /> provided documentation and has determined that HYM Engineering, Inc. has met all of the requirements of <br />
