W A T E R I E N E R G Y I l I E E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T T l I T T F $ <br /> BOARD OF PUBLIC UTILITIES DATE: July 16, 2010 <br /> ITEM NO: 7 <br /> SUBJECT: AGREEMENT APPROVAL WITH THE CITY OF GRAND TERRACE FOR GRAND <br /> TERRACE ROAD PAVING REIMBURSEMENT—WORK ORDER NO. 1025658 <br /> ISSUE: <br /> Approval of agreement and authorization of an additional capital expenditure for the paving of the Grand <br /> Terrace Road, per City of Grand Terrace agreement. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the Reimbursement Agreement for Improvements to Grand <br /> Terrace Road in an amount not to exceed $70,000, and approve Work Order No. 1025658 in that same <br /> amount, for the paving of Grand Terrace Road as delineated in the agreement. <br /> BACKGROUND: <br /> The San Bernardino Transmission Main Replacement — Grand Terrace Segment Project was awarded <br /> for construction by the Board of Public Utilities (Board) at its regular meeting on December 21, 2007 and <br /> completed in May 2009 . This replacement project, along with the recently completed John W. North <br /> Surface Water Treatment Plant, was grant funded under the State of California Proposition 50 Program; <br /> and for all intents and purposes has eliminated Riverside's dependence on imported water supplies for <br /> the foreseeable future. <br /> During the construction of the 48-inch diameter transmission pipeline, the street was degraded beyond <br /> the trench limits due to the heavy machinery and equipment required to install the new pipeline. In <br /> concert with the City of Grand Terrace, Riverside Public Utilities (RPU) staff removed the final paving <br /> portion of the contract with the contractor for the construction of the transmission line and entered into <br /> negotiations with the City of Grand Terrace to participate in resurfacing of the entire width of Grand <br /> Terrace Road from Vivienda Street to Barton Road (approximately 2,000 feet). The City of Grand <br /> Terrace prepared plans and specification and through a competitive bid process selected Palm Canyon <br /> Contractors Inc. as the lowest responsive bidder for a total construction contract of$210,375. The RPU <br /> contribution is $70,000, which is approximately 33% of the total construction cost. <br /> It should be noted, that the Grand Terrace Road is the primary access road to the John W. North Water <br /> Treatment Plant and, therefore, its reliability is important to operation and maintenance of the treatment <br /> plant, and for maintaining the good condition of RPU's vehicles. <br /> FISCAL IMPACT: <br /> The total project cost is estimated at $210,375, with $70,000 funded by RPU. Sufficient funds are <br /> available in the Public Utilities' Capital Projects Transmission Mains Account No. 6230000-470735. <br /> Prepared by: Kevin S.
