C T ( 1 7T [ IS <br /> BOARD OF PUBLIC UTILITIES DATE: June 18, 2010 <br /> ITEM NO: 10 <br /> SUBJECT: LIGHT EMITTING DIODE (LED) STREETLIGHT DEMONSTRATION PROJECT <br /> WORK ORDERS NO. 1024982 <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Work Order No. 1024982, <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities approve Work Order No. 1024982 for $254,050 to install 200 LED <br /> technology streetlights as replacements for HPS lighting in various locations within the City of Riverside. <br /> BACKGROUND: <br /> Riverside Public Utilities (RPU) Energy Delivery Staff has been researching Light Emitting Diode (LED) <br /> technology as an energy saving program for the City's Street Lighting system. Although LED technology <br /> is used in a number of lighting applications, it has not been able to meet roadway lighting requirements <br /> for the streetlight industry until recently. Like many utilities, RPU is testing LED's on their roadways, in a <br /> number of scenarios, to evaluate their performance. <br /> On January 19, 2010, the City Council was notified that the Energy Efficiency and Conservation Block <br /> Grant (EECBG) allocated $2,850,600 for pre-approved City Council projects that follow the City's Green <br /> Action Plan to continue to commit to becoming a clean, green and sustainable community. As part of <br /> this plan, Riverside Public Utilities received $254,050 of the federal grant funds to retrofit approximately <br /> 200 streetlight High Pressure Sodium luminaries with energy saving LED luminaries. <br /> On June 4, 2010, staff presented several options for locations of the retrofits for the Board's <br /> consideration. The Board requested that staff review further alternatives. The finalized locations for this <br /> project are: Orange Street — State Route 60 to Reid Park, Martin Luther King Boulevard - Chicago <br /> Avenue to Canyon Crest Drive; Tyler Street - Wells Avenue to Hole Avenue; and Hole Avenue - La <br /> Sierra Avenue to Tyler Street. These areas were chosen due to traffic volumes and existing designs in <br /> order to provide a sufficient feedback for their evaluation. <br /> The engineering was performed by RPU staff. The retrofit work will be divided up and performed by both <br /> by RPU field forces and by a contractor to evaluate retrofit costs. <br /> FISCAL IMPACT: <br /> The total project cost Is estimated at $254,050. Funds are available in the ARRA-Energy Efficiency <br /> Account Nos. 9135108-411100, 9135108-421000 and 9135108-156800. <br /> Prepared by: Stephen H.
