C,. .. <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> R Lt a L i r U ] IT E S <br /> BOARD OF PUBLIC UTILITIES DATE: June 18, 2010 <br /> ITEM NO: 8 <br /> SUBJECT: RELOCATION OF ELECTRIC FACILITIES ALONG STATE ROUTE 91 - AMEND <br /> EXISTING PROFESSIONAL SERVICES AGREEMENT WITH POWER ENGINEERS AND <br /> APPROVE WORK ORDER NO. 1022588 <br /> ISSUE: <br /> Obtain engineering services to design the relocation of electric facilities due to freeway widening along State <br /> Route (SR) 91 near Fourteenth Street. <br /> RECOMMENDATIONS. <br /> That the Board of Public Utilities: <br /> 1. Approve an amendment to the professional services agreement between Riverside Public Utilities <br /> (RPU) and Power Engineers, Inc. (Power), of Hailey, Idaho, in the amount of $90,337 for additional <br /> design work near Fourteenth Street; and <br /> 2. Approve Work Order No. 1022588 in the amount of $2,393,030. <br /> BACKGROUND. <br /> In October 2006, the Board of Public Utilities recommended that the City Council approve a professional <br /> services agreement between RPU and Power. The agreement called for Power to provide an environmental <br /> impact report for the Riverside Transmission Reliability Project (RTRP), as well as provide design services for <br /> the Project. In 2009, a portion of the RTRP scope of work was accelerated (Subtransmission Project or"STP") <br /> due to an urgent need for system reinforcement, independent of RTRP. STP is now in various stages of <br /> design and construction. <br /> The State of California Department of Transportation (Caltrans) will be widening SR 91 from Adams Street to <br /> the 60/91/215 Interchange to construct two High Occupancy Vehicle (HOV) lanes. This work will involve the <br /> securing of additional right-of-way property, replacement of bridges, reconstruction of on-ramps and off-ramps, <br /> construction of retaining walls, modification of City streets, and all associated utilities relocation work. <br /> Construction is scheduled to begin in June 2011. This project is under the direction of, and being financed by <br /> the Riverside County Transportation Commission (RCTC). Caltrans will be serving as the consultant to RCTC <br /> for project management and construction contract administration. On June 4, 2010, the Board of Public <br /> Utilities recommended that the City Council approve an agreement between RPU and RCTC for the <br /> completion of this relocation work. <br /> The Caltrans relocation work near Fourteenth Street will be in the same vicinity as some of the STP <br /> construction. For the sake of efficiency and elimination of unnecessary confusion and possible errors in the <br /> design of the Caltrans relocation, it is recommended that the existing agreement with Power be amended to <br /> provide for this additional design work near Fourteenth Street.
