RIVERSIDE PUBLIC UTILITIES
Board Memorandum
P U 0 L I C U T ! l 1 7 1 F
BOARD OF PUBLIC UTILITIES DATE: August 6, 2010
ITEM NO: 5
SUBJECT: THE NON-RESIDENTIAL PHOTOVOLTAIC SYSTEM REBATE FOR THE
INSTALLATION OF A 68.2 KW PHOTOVOLTAIC SYSTEM
ISSUE:
That the Board of Public Utilities consider awarding a rebate for a Photovoltaic (PV) system installation to
The Salvation Army, a Riverside Public Utilities' (RPU) non-residential customer.
RECOMMENDATION:
That the Board of Public Utilities approve and recommend that the City Council approve a rebate to The
Salvation Army through the Non-Residential Photovoltaic Rebate Program in the amount of$200,000.
BACKGROUND:
The Non-Residential Photovoltaic System Rebate Program provides financial incentives to business
customers who purchase and install solar energy systems. Under the program guidelines, RPU
customers can qualify for a rebate of $3 per watt of alternating current (AC) output. For Demand rate
customers, the rebate cannot exceed 50% of the project cost or up to an incentive cap of $200,000,
whichever is less.
The Salvation Army, a Riverside Public Utilities Demand customer located at 3695 First Street, recently
installed a 68.2 kW Photovoltaic System. As one of the larger private installations to date, the system
has greatly reduced both their peak load and overall consumption. Their efforts are a prime example of
an established business investing in energy efficiency and renewable resources to reduce electricity
usage and lessen their draw on the City of Riverside's (City) power grid.
The 68,200 watt PV system's total project cost of $573,685 makes The Salvation Army eligible for a
rebate of$200,000. The $200,000 rebate amount is the incentive level limit for a Demand customer and
requires Board of Public Utilities and City Council approval because it exceeds $50,000.
FISCAL IMPACT:
Funds up to $200,000 are included in the Fiscal Year 2010-11 Public Benefits, Non-Residential
Photovoltaic System Rebate Program Account No. 6020100-456064.
Prepared by: Michael J. Bacich, Customer Relations/Marketing Manager
Approved by: David H. Wright, Public Utilities General Manager
Approved by: Belinda J. Graham, Assistant City Manager
Approved as to form: Gregory P. Priamos, City Attorney
Certifies availability of funds:
Reiko A. Kerr
Public Utilities Assistant General Manager
Finance/Administration
