W A P i I I N I N f, V I I I t <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: June 4, 2010 <br /> ITEM NO: 13 <br /> SUBJECT: RIVERSIDE PUBLIC UTILITIES ELECTRIC ENVIRONMENTAL AND ECONOMIC <br /> EFFECTIVENESS (E4) PLAN <br /> ISSUE: <br /> The issue before the Board is approval of the Riverside Public Utilities Electric Environmental and <br /> Economic Effectiveness Plan, <br /> RECOMMENDATION: <br /> That the Board of Public Utilities recommend that the City Council adopt the Riverside Public Utilities <br /> Electric Environmental and Economic Effectiveness (E4) Plan and direct staff to continue with all steps <br /> towards implementation. <br /> BACKGROUND: <br /> In the Mayor's State of the City Address, Riverside Public Utilities was requested to provide assistance <br /> with a green economic development plan and to continue to take steps for Riverside to become the <br /> model solar city in Southern California. <br /> Staff has developed a multi-faceted plan that promotes economic development while still being <br /> environmentally responsible. The plan includes components for energy efficiency, renewable energy, <br /> green jobs, economic development and low income assistance. The plan also includes an electric rate <br /> "freeze" through the end of 2012. Should the Board and City Council adopt the plan, staff will continue <br /> implementation of all specific areas. <br /> The E4 Plan will assist in Riverside continuing to be at the forefront of sustainabiRy and developing a <br /> green economy while creating a market segment that can provide jobs and local economic development. <br /> FISCAL IMPACT: <br /> All impacts of the plan are within Riverside Public Utilities Strategic Planning Goals and can be <br /> responsibly borne by the existing rate plan. <br /> Prepared and Approved by: David H.
