CITY OF RIVERSIDE <br /> <br />REDBVBLOPMBNTAGBNCYMIMORANDUM <br /> <br />HonoraMe Mayer and Agency Board <br /> <br />Date: October 16, 2001 <br />Item No.: 5 <br /> <br />Subject: Request for Authorization to Issue a Request for Proposals to Move a Hi.toric Honse Located <br /> at 2039 University Avenue - Funds Transfer <br /> <br />m ckk round <br /> <br />Redevelopment Agency staff has been in contact with the Perrone Family Trust for the lest six months in order to <br />assess the logis~cal challenges with moving a historic single family house located at 2039 University Avenue in <br />the Eastside Neighborhood ("House"). The House, designated as Structure of Merit #160 by the City of <br />Riverside, is a 2,614 Square Foot structure in the Colonial Revival/Classic Box style. The Perrone Family Trust <br />would like to see other opportunities develop as a result of moving the house off-site. <br /> <br />Current Issue <br />Staff has devised the attached Request for Proposals (RFP) to move the House, and is requesting authorization <br />from the Agency Board to begin distribution and advertising. As an incentive to move the House in Riverside, <br />staff is requesting that the Agency authorize no more than $20,000 to be encumbered into a project account to pay <br />for City permit fees related to the moving of the structure. Permit fee monies would be kept as an internal <br />account, with permit fees charged-off through staff approvals. The House will be sold by the current owners to <br />the successful RFP applicant for One Dollar ($I). This RFP has been read and epproved by the Planning <br />Department and the Agency's construction consultant, DLC Consulting, Inc. <br /> <br />Analysis <br /> <br />The House is in poor condition, and is in imminent danger of destruction by fire. In addition, the House no longer <br />has residential zoning, and is an inconsistent use with the surrounding businesses. The RFP gives incentives to <br />move the house within the City of Riverside, especially the Downtown area, but does not preclude moving the <br />house elsewhere. Residential reuse is promoted, but other reuse proposals (legal offices, etc.) are permitted. The <br />House has previously been used as a business. <br /> <br />Agency staff proposes to call together an RFP review committee to consist of Agency staff, Planning Departxnent <br />Staff, Cultural Heritage Board members, the House owners, and the area Councilmember, in order to review and <br />award a winner from the pool of RFP applicants. <br />Staff will return to the Agency Board with report at the conclusion of the RFP process, and to award a successful <br />applicant with the House. At that time, $20,000 will be appropriated from the project area to which the house will <br />be moved. Moving the house will entail a nine to twelve month planning and Iogistical process. <br /> <br />Fiscal Impact <br /> <br />The Agency's subsidy for this project includes the costs of display advertising in the Riverside Press <br />Enterprise (see attached example), RFP mailing and distribution costs, legal fees to draft an eventual contractual <br />agreement, and the $20,000 in permit fees. It is not the intent of the Agency to pay for rehabilitation of the <br />House, nor for land and/or moving costs. A complete estimate of costs, including legal fees, is $25,000. <br /> <br /> <br />
