W A T E R I E N E R G Y I l I E E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T T I I T T F $ <br /> BOARD OF PUBLIC UTILITIES DATE: June 4, 2010 <br /> ITEM NO: 8 <br /> SUBJECT: UTILITY AGREEMENTS BETWEEN CITY OF RIVERSIDE PUBLIC UTILITIES AND <br /> RIVERSIDE COUNTY TRANSPORATION COMMISSION,AGREEMENT NOS. 21205, <br /> 21206, 21217, 21442 and 21731 <br /> ISSUE: <br /> Consideration of Utility Agreement Nos. 21205, 21206, 21217, 21442 and 21731 with the Riverside County <br /> Transportation Commission (RCTC) for the relocating of City of Riverside Public Utilities (RPU) facilities <br /> along State Route 91. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities recommend that the City Council: <br /> 1. Approve Utility Agreement Nos. 21206, 21442 and 21731 between the Riverside Public Utilities <br /> (RPU) and the Riverside County Transportation Commission (RCTC) for the relocation of RPU <br /> water facilities; and <br /> 2. Approve Utility Agreement Nos. 21205 and 21217 between the RPU and the RCTC for the <br /> relocation of RPU electric facilities. <br /> BACKGROUND: <br /> The State of California Department of Transportation (Caltrans)will be widening State Route 91 (SR-91)from <br /> Adams Street to the 60/91/215 Interchange to construct two High Occupancy Vehicle (HOV) lanes. This <br /> work will involve the securing of additional right-of-way property, replacement of bridges, reconstruction on- <br /> ramps and off-ramps, construction of retaining walls, modification of City streets, and all associated utilities <br /> relocation work. Construction is scheduled to begin in June 2011. This project is under the direction of, and <br /> being financed by RCTC. Caltrans will be serving as the consultant to RCTC for project management and <br /> construction contract administration. <br /> As part of the project, utilities conflicts have been identified which will need to be relocated prior to the start <br /> of Caltrans' construction work. It is anticipated that the electrical and water relocations would occur during <br /> the winter of 2011. <br /> Utility Agreement No. 21205 contains terms for the installation of new overhead electric facilities within a <br /> newly acquired utility easement by RCTC on the north side of SR-91 and removal of existing electric <br /> overhead facilities on the south side of SR-91 (See Figure 1). The agreement amount for this work is <br /> $1,547,846. <br /> Utility Agreement No. 21206 contains terms for the installation of a new 48-inch diameter steel cement <br /> mortar-lined and coated pipe within a newly acquired utility easement provided by RCTC within the public <br /> storage facility property east of SR-91 and north of Central Avenue (See Figure 1). The existing 42-inch <br /> Techite water transmission main would be removed and disposed of. The agreement amount for this work is <br /> $2,415,000. <br />
