W A T E R E N ERG !' l I F I <br /> E3W& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U 8 L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: June 4, 2010 <br /> ITEM NO: 5 <br /> SUBJECT: RIVERSIDE PUBLIC UTILITIES LIGHT EMITTING DIODE (LED) STREETLIGHT <br /> DEMONSTRATION PROJECTS - WORK ORDERS NOS. 0916504 and 1024982 <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Work Order No. 0916504 and 1024982. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve Work Order No. 0916504 for the estimated capital expenditure <br /> of$109,978.40 to install 14 Light Emitting Diode (LED) technology streetlights as a demonstration project <br /> on Overlook Parkway, and approve Work Order No. 1024982 for $254,050 to install 200 LED technology <br /> streetlights as replacements for High Pressure Sodium (HPS) lighting in various locations within the City <br /> of Riverside. <br /> BACKGROUND: <br /> Riverside Public Utilities (RPU) Energy Delivery Staff has been researching Light Emitting Diode (LED) <br /> technology as an energy saving program for the City of Riverside's (City) Street Lighting system. <br /> Although LED technology is used in a number of lighting applications, it has not been able to meet <br /> roadway lighting requirements for the streetlight industry until recently. Like many utilities, RPU is testing <br /> LED's on their roadways, in a number of scenarios, to evaluate their performance. On April 3, 2009, the <br /> Board of Public Utilities approved $52,000 of funding from Electric Utility Public Benefit funds to test LED <br /> luminaries. The proposed project is along Overlook Parkway in an area of reverse-frontage and <br /> streetlights were not installed. This original estimate only covered the cost to purchase the LED fixtures <br /> and the engineering expense. Additional funds will be required to install the concrete light standards. <br /> The total capital expenditure for the Overlook Parkway project is estimated to be $161,978.40 which <br /> includes design, construction, materials, contingencies, construction management and inspection. <br /> On January 19, 2010, the City Council was notified that the Energy Efficiency and Conservation Block <br /> Grant (EECBG) allocated $2,850,600 for pre-approved City Council projects that follow the City's Green <br /> Action Plan to continue to commit to becoming a clean, green and sustainable community. As part of <br /> this plan, RPU received $254,050 of the federal grant funds to retrofit approximately 200 streetlight High <br /> Pressure Sodium luminaries with energy saving LED luminaries. The finalized locations for this project <br /> are: Victoria Avenue - Maude Street to Monroe Street: Martin Luther King Boulevard - Chicago Avenue to <br /> Canyon Crest Drive: Tyler Street - Wells Avenue to Hole Avenue; and Hole Avenue - La Sierra Avenue <br /> to Tyler Street. These areas were chosen due to traffic volumes and existing designs in order to provide <br /> a sufficient feedback for their evaluation. <br /> This retrofit is estimated to provide energy savings of nearly 1,000,000 kWh and reduce 1,250,000 <br /> pounds of Green House Gas emissions over their expected 20 year life span. All expenditures are <br /> documented and closely monitored by the United States Department of Energy (DOE). Progress reports <br /> will be prepared every three months in order to maintain deadlines for installation. All LED's purchased <br /> must be American made. RPU will be responsible for the Operation and Maintenance of these lights <br /> after installation. <br />
