Energy efficiency is the cheapest, cleanest, and <br /> fastest energy resource available to meet your customers' needs. Every $1 invested in energy <br /> efficiency yields more than $3 in benefits, on average, for customers-' Expanded efficiency <br /> programs can immediately lower your customers' bills and help reinvigorate the economy while <br /> contributing to the state's air quality and greenhouse gas emission reduction objectives. <br /> We write to you as one of the sixteen largest publicly-owned utilities (POU) in California, to <br /> provide our perspective on the draft energy efficiency targets reported in the recent Energy <br /> Efficiency in California's Public Power Sector:A Status Report(Status Report) issued by the <br /> California Municipal Utilities Association (CMUA) on March 15, 2010. NRDC plans to issue a <br /> report that will provide more extensive analysis of the POU targets in the coining months; <br /> however, since the targets will be finalized in the coming weeks, we offer the following <br /> information in the hope that it will provide insight into opportunities to be as aggressive as <br /> possible in capturing all cost-effective energy efficiency savings. NRDC's objective is to help <br /> each and every POU in California maximize savings for its customers and become a nationwide <br /> leader on energy efficiency. We welcome the opportunity to work with you to maximize your <br /> energy saving targets. <br /> In 2009,POUs reported$116 million in total energy efficiency investments. We estimate the savings provided <br /> POU customers$517 million in total benefits. (These aggregate benefits are calculated from individual utility TRC <br /> ratios and investments because TRC benefits were not provided in the Status Report.)
