W A T E R I E N E R G Y I l I E E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T T I I T T F $ <br /> BOARD OF PUBLIC UTILITIES DATE: May 21, 2010 <br /> ITEM NO: 10 <br /> SUBJECT: THE PHOTOVOLTAIC (PV) PROJECT ON THE NEW MARCY LIBRARY <br /> ISSUE: <br /> To request Board of Public Utilities'conceptual approval for the construction of a photovoltaic(PV)system on <br /> the roof of the new Marcy Library located at 6927 Magnolia Avenue. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve funding for the construction of a photovoltaic (PV) system on the <br /> roof of the new Marcy Library located at 6927 Magnolia Avenue, in an amount not to exceed $100,000. <br /> BACKGROUND: <br /> Riverside Public Utilities (RPU) is committed to increasing the level of renewable resources in its power <br /> portfolio. Multiple PV demonstration projects are located throughout the City of Riverside providing clean, <br /> reliable energy and educating customers of the City's commitment to renewable energy sources. A key <br /> component of local renewable generation is high visibility so that it provides educational impact to the <br /> community over the life of the project. <br /> Similar solar projects have previously been constructed at the Utilities Operations Center, La Sierra Metrolink <br /> Station, Autumn Ridge apartments, the Islander, Hunt, and Shamel park pools, the Janet Goeske Center, <br /> City Hall and the Casa Blanca Customer Service Center. The Marcy Library location would offer an <br /> additional suitable PV site in a highly visible location. The$100,000 will be used for a rooftop PV system at <br /> the new Marcy Library. The total cost of the PV installation is expected not to exceed $100,000. <br /> The Development Department staff has researched the feasibility of a PV structure that covers the roof area <br /> of the library. The building's large flat roof has been identified as a suitable location for this project. The flat <br /> roof area would provide about 7,000 square feet of space to support the structure and allow for a system that <br /> is approximately 15 kW depending on bid proposals received. The work will be performed by the contractor <br /> that is awarded the bid for the construction of the new library. <br /> This structure would continue to represent the City's commitment to clean power for current and future <br /> generations. It would be a visible reminder of Riverside as a"Green City",with a renewable energy structure <br /> on civic buildings. <br /> FISCAL IMPACT: <br /> Funds up to $100,000 are included in the proposed Fiscal Year 2010-11 budget, Public Benefits Un- <br /> programmed Funds Account 6020100-453001. <br /> Prepared by: Michael J.
