W A T E R I E N E R 5 Y , L I F E
RIVERSIDE PUBLIC UTILITIES
Board Memorandum
P U B L I C U T I L I T I E S
BOARD OF PUBLIC UTILITIES DATE: May 21, 2010
ITEM NO: 7
SUBJECT: ENVIRONMENTAL LABORATORY FOR CHEMICAL AND BACTERIOLOGICAL
ANALYSIS OF WATER SAMPLES
ISSUE:
That the Board of Public Utilities consider approval of a three-year contract, with options for two additional
one-year extensions, with Montgomery Watson Harza (MWH) Laboratories of Monrovia, California for
chemical and bacteriological analysis of water samples.
RECOMMENDATIONS:
That the Board of Public Utilities:
1. Authorize an expenditure of$700,000, for the 12-month period of Fiscal Year 2010/11;
2. Award a three-year contract, with two additional one-year extensions, to MWH Laboratories of
Monrovia, California; and
3. Authorize the City Manager, or his designee, to execute the additional one-year extensions, if
necessary.
BACKGROUND:
The Federal Safe Drinking Water Act and the California Code of Regulations require monitoring and testing
bacteriological quality and other constituents of drinking water. The Water Utility collects and analyzes
approximately 17,000 water quality samples each year. Due to the high volume and complexity of the
testing, Riverside Public Utilities (RPU) hires outside consultants to complete the laboratory work associated
with this compliance. In 2006, RPU awarded a one-year contract, with an option for an additional one-year
extension, to MWH Laboratories located in Monrovia. In March 2008, the Board approved a two-year
extension to the contract. MWH Laboratories' contract with RPU will end on June 30, 2010.
To meet the requirements for our laboratory testing, staff developed a Request for Proposals that was issued
to seven local and national independent laboratories. Proposals were evaluated on the following criteria:
1) Laboratory qualification in performing potable water analyses according to EPA prescribed methods.
2) Technical analysts and support personnel proposed for the Contract.
3) Technical approach to address Riverside's laboratory services and data management needs.
4) Local presence
5) Pricing based on an estimated 7,800 "routine" tests.
6) Communication process and ability to provide "on-demand" access to test results.
