W A T E R I E N E R 5 Y , L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: May 7, 2010 <br /> ITEM NO: 14 <br /> SUBJECT: AGREEMENT FOR PROFESSIONAL CONSULTANT SERVICES FORTHE PHYSICAL <br /> SECURITY UPGRADE PROJECT AT VARIOUS SUBSTATIONS AND THE RIVERSIDE <br /> ENERGY RESOURCE CENTER <br /> ISSUE: <br /> Board of Public Utilities approval is requested for a Professional Services Agreement with DMC Design <br /> Group, Inc., in a not-to-exceed amount of$202,665 for engineering design and construction management <br /> services for the Physical Security Upgrade Project at Orangecrest, Mountain View, Hunter Substations, and <br /> at the Riverside Energy Resources Center (RERC). <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve a Professional Services Agreement Contract with DMC Design <br /> Group, Inc., of Corona, California, in a not-to-exceed amount of $202,665 for engineering design and <br /> construction management services for the Physical Security Upgrade Project at Orangecrest, Mountain View, <br /> Hunter Substations, and at the Riverside Energy Resource Center. <br /> BACKGROUND: <br /> On June 5, 2009, the Board of Public Utilities approved Work Order No. 0909712 in the amount of <br /> $1,750,000 to prepare the engineering design, purchase materials and equipment, construct and install the <br /> first phase of Riverside Public Utilities' electric security system upgrade project, which included funding to <br /> hire a professional consultant service for the civil design to upgrade the physical security barrier around key <br /> facilities. <br /> The professional consulting firm will provide civil engineering design, procurement and construction <br /> management services to upgrade the physical security wall and fence barriers, as well as minor property <br /> improvements for Orangecrest, Mountain View, Hunter Substation, and RERC. The project scope is to <br /> enhance the overall security of our facilities which not only includes upgrading the security walls and fences <br /> but to install heavy duty vehicular gates, improve driveways to allow easier and greater access for security <br /> and change the landscaping to low profile, water-wise plants to allow more visibility where necessary. <br /> On January 7, 2010, staff issued a Request for Proposals (RFP)to engineering firms with experience in the <br /> design and construction of security walls and fences. Staff conducted a mandatory pre-proposal meeting on <br /> January 26, 2010, to which all the solicited engineering firms were invited to attend. Ten proposals were <br /> received on February 19, 2010 from the following: <br /> • Dahl, Taylor & Associates, Santa Ana, CA e S. D.
