W A T E R I E N E R 5 Y , L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: May 7, 2010 <br /> ITEM NO: 11 <br /> SUBJECT: ENVIRONMENTAL LABORATORY FOR CHEMICAL AND BACTERIOLOGICAL <br /> ANALYSIS OF WATER SAMPLES <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a three-year contract, with options for two additional <br /> one-year extensions, with Montgomery Watson Harza (MWH) Laboratories of Monrovia, California for <br /> chemical and bacteriological analysis of water samples. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Authorize an expenditure of$700,000, for the 12-month period of Fiscal Year 2010/11; <br /> 2. Award a three-year contract, with two additional one-year extensions, to MWH Laboratories of <br /> Monrovia, California; and, <br /> 3. Authorize the City Manager, or his designee, to execute the additional one-year extensions, if <br /> necessary. <br /> BACKGROUND: <br /> The Federal Safe Drinking Water Act and the California Code of Regulations require monitoring and testing <br /> bacteriological quality and other constituents of drinking water. The Water Utility collects and analyzes <br /> approximately 17,000 water quality samples each year. Due to the high volume and complexity of the <br /> testing, Riverside Public Utilities (RPU) hires outside consultants to complete the laboratory work associated <br /> with this compliance. In 2006, RPU awarded a one-year contract, with an option for an additional one-year <br /> extension, to MWH Laboratories located in Monrovia. In March 2008, the Board approved a two-year <br /> extension to the contract. MWH Laboratories' contract with RPU will end on June 30, 2010. <br /> To meet the requirements for our laboratory testing, staff developed a Request for Proposals that was issued <br /> to seven local and national independent laboratories. Proposals were evaluated on the following criteria: <br /> 1) Laboratory qualification in performing potable water analyses according to EPA prescribed methods. <br /> 2) Technical analysts and support personnel proposed for the Contract. <br /> 3) Technical approach to address Riverside's laboratory services and data management needs. <br /> 4) Local presence <br /> 5) Pricing based on an estimated 7,800 "routine" tests. <br /> 6) Communication process and ability to provide "on-demand" access to test results. <br />
