W A T E R I E N E R 5 Y , L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: May 7, 2010 <br /> ITEM NO: 5 <br /> SUBJECT: CONSTRUCTION OF THE CITRUS STREET PRESSURE REDUCING VALVE (PRV) <br /> STATION PROJECT - WORK ORDER NO. 1019281 <br /> ISSUE: <br /> Consideration of the capital expenditure in the amount of$205,000 to construct the Citrus Street Pressure <br /> Reducing Valve (PRV) Station as part of the Highgrove 1120 Pressure Zone Improvements. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the capital expenditure in the amount of$205,000 for Work Order <br /> No. 1019281, which includes design and construction costs for the Citrus Street PRV Station Project. <br /> BACKGROUND: <br /> The Prospect PRV Station was originally constructed in 1969 and was recently abandoned due to significant <br /> corrosion on the steel inlet and outlet lines, failure of one of the valves, and its location in a high traffic area <br /> with limited access. The station served the eastern portion of the City of Riverside's (City)service area in the <br /> unincorporated community of Highgrove, consisting of approximately 501 residential and commercial <br /> customers. Service is presently provided to the area through the Highgrove PRV Station. As a result of this <br /> change,fire flow availability in the area has been marginally reduced.Therefore,this project was identified in <br /> the 2005 Water Master Plan for replacement and upsizing of the valves. <br /> In order to provide improved fire flows, increase reliability of the system, and improve worker safety relative <br /> to traffic control, staff proposes relocation of the Prospect PRV Station to Citrus Street, westerly of Iowa <br /> Avenue. Relocation of the Station will allow for dual inlet and outlet pipelines. Computer modeling of the <br /> system, including present and future anticipated peak hour and fire flow demands was used to size the <br /> pressure reducing valves. <br /> To expedite the installation of the new Citrus PRV Station to restore fire flows and allow pending <br /> development projects in the area to proceed, the Contractors Panel was used. The lowest bidder from the <br /> Contractors Panel came from Trautwein Construction, Inc. of Riverside, California, in the amount of <br /> $119,387. <br /> FISCAL IMPACT: <br /> The capital expenditure for Work Order No. 1019281 is estimated to be $205,000 which includes costs for <br /> design and construction necessary to perform the work, as summarized below: <br />
