W A T E R I E N E R 5 Y , L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: April 16, 2010 <br /> ITEM NO: 4 <br /> SUBJECT: APPROVAL OF WORK ORDER NO. 1021576 IN THE AMOUNT OF $2,136,535 AND <br /> AWARD A CONTRACT WITH TELEVENT MINER & MINER TO PROVIDE <br /> PROFESSIONAL SERVICES AND SOFTWARE TO REPLACE THE CITY'S <br /> COMPUTER AUTOMATED DESIGN, MAPPING&ENGINEERING(CADME)SYSTEM <br /> ISSUE: <br /> Board approval is requested for a professional services agreement with Televent Miner & Miner, Inc., for <br /> services and software to replace the Computer Automated Design, Mapping and Engineering System. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve Work Order No. 1021576 in the amount of$2,136,535 to replace the Computer Automated <br /> Design Mapping and Engineering (CADME) system; and <br /> 2. Recommend that the City Council approve the professional services agreement with Televent Miner <br /> & Miner, Inc., of Fort Collins, Colorado, for professional services and software to replace the <br /> Computer Automated Design, Mapping and Engineering System. <br /> BACKGROUND: <br /> The City of Riverside(Riverside)is well-established in the use of Geographic Information Systems(GIS), and <br /> GIS-based products are critical tools in the management, operation, and maintenance of the City's utility <br /> asset infrastructure. Riverside is planning for a core technology migration of its Computer Automated Design <br /> Mapping and Engineering (CADME) GIS platform from Environmental System Research Institute's ( <br /> ESRI)Arclnfo 7.x-based architecture, to ESRI's ArcGIS 9.3x platform. ESRI, based in Redlands, CA., is the <br /> world leader in GIS modeling and mapping software and technology. <br /> CADME was created by Riverside staff in the early 1990's to integrate some GIS tools in the design and <br /> mapping of its infrastructure. At that time, even though it was a one of a kind system, it was quickly <br /> recognized within the utility industry as one of the most efficient systems available. It has served the City well <br /> as it has been extensively used by almost all departments, but especially Public Utilities and Public Works. <br /> However with today's technologies, the system has become obsolete: it is customized specific to Riverside <br /> only; has obsolete technology components; limited integration with other City systems that are more modern <br /> and market friendly; limited internal system administration support; and no external system support. Present <br /> day technologies and software are not compatible with CADME which prevents the City from taking <br /> advantage of these advances to enhance Riverside's business process and outage management, as well as <br /> developing a complete SMART grid system. <br /> As part of Riverside's goal for a GIS technology migration, an evaluation of Telvent Miner& Miner (TM&M) <br /> ArcFM Solution, a utility-focused/ IT standards-based extension of(ESRI)ArcGIS was performed. TM&M <br /> is the sole owner and producer of the ArcFM Solution software products. TM&M has performed work <br />
