RIVERSIDE PUBLIC UTILITIES
M3Board Memorandum
P U B L I C U T I L I T I E S
BOARD OF PUBLIC UTILITIES DATE: April 16, 2010
ITEM NO: 3
SUBJECT: AWARD OF BID NO. 6758 FOR THE CONSTRUCTION AND INSTALLATION OF
TEN ADDITIONAL COMPRESSED NATURAL GAS (CNG) VEHICLE TIME FILL
FUELING POSTS AT THE UTILITIES OPERATION CENTER
ISSUE:
Board of Public Utilities approval is requested to award Bid No. 6758 for the construction and installation
of ten additional Compressed Natural Gas (CNG) vehicle time fill fueling posts at the Utilities Operation
Center.
RECOMMENDATIONS:
That the Board of Public Utilities:
1. Award a contract to Amtek Construction of Santa Fe Springs, California, for the construction and
installation of Compressed Natural Gas (CNG) vehicle time fill fueling posts at the Utilities
Operation Center in the amount of$64,800; and
2. Authorize the City Manager, or his designee, to prepare and execute all necessary documents.
BACKGROUND:
The City of Riverside (City) currently utilizes approximately 242 Compressed Natural Gas (CNG)
vehicles. Approximately half of these vehicles are used by the Public Utilities Department. The current
City fueling facility, located on St. Lawrence Street, provides several fuel types including gasoline, diesel,
propane and CNG and is open to the public and other governmental agencies. These governmental
agencies include Caltrans, the County of Riverside, AT&T, American Student Transportation (school
buses) and several others. The high volume of traffic at the current fueling island often results in lengthy
delays for City vehicles waiting to fuel, and can result in the delay of the fueling of Utilities' vehicles
needed for response to urgent or emergency situations.
By completing this project, the City's Public Utilities' vehicles would have access to overnight time fill
CNG fueling posts within the secured area of the Utilities Operation Center, thus providing additional
access and relieving the congestion at the existing public fueling facility.
The City's General Services staff solicited bids for the construction and installation of a CNG vehicle time
fill fueling posts in the Utilities Operations Center area of the City Corporation Yard. Nine contractors
attended the initial job walk, with three contractors submitting bids. Of the bids submitted, Amtek
Construction of Santa Fe Springs, California, provided the lowest responsive bid in the amount of
$64,800.
CONTRACTOR LOCATION BID TOTAL
1• Amtek Construction Santa Fe Springs, CA $64,800.00
2. HGR Mechanical Contractors, Inc. San Ysidro, CA $94,594.00
3. Weaver Electric Inc. Anaheim, CA $119,981.00
