CITY OF RIVERSIDE PUBLIC UTILITIES DEPARTMENT Water Committee Meeting MINUTES MARCH 19, 2010 COMMITTEE MEMBERS PRESENT: STAFF MEMBERS PRESENT: Bernie Titus, Chair Steve Badgett— Deputy General Manager Justin Scott-Coe Kevin Milligan —Assistant General Manager/Water Ian Davidson Max Rasouli —Water Resources Manager Tom Field —Water Resources Senior Analyst Todd Jorgenson —Water Operations Manager COMMITTEE MEMBERS ABSENT: Blake Yamamoto— Sr. Water Engineer Mary Curtin Clay Monroe— Marketing Account Manager Jolene Church —Administrative Analyst Committee Chair Titus called the meeting to order at 9:32 a.m. 1. CITIZEN PARTICIPATION None 2. WATER QUALITY LABORATORY CONSULTANT SERVICES UPDATE Water Operations Manager, Jorgenson brought to the Water Committee an update on the existing contract and selection of a Laboratory Services Consultant. Several topics were discussed including CDPH, (California Department of Public Health), requirements and several monitoring programs. The lowest bid received was from MWH Laboratories, with the base bid coming in at $325,110. After some discussion, the Water Committee approved a motion recommending ■ That the Board of Public Utilities approve a three year contract with MWH Laboratories in the original annual amount of $700,000. L ocKHEED MAR TIN CORPORA TION A GREEMENTS UPDA TE Water Operations Manager, Jorgenson brought to the Water Committee a brief history on the Agreements with Lockheed Martin. Staff is proposing two amendments to the Agreements which will be brought to the Board in the near future, to add Raub Well 7 to the TCE and Perchlorate Agreements. After some discussion, the Water Committee approved a motion recommending • That the Board of Public Utilities recommends to the City Council: 1. An Amendment to the Lockheed Martin TCE Agreement to add treatment of Raub Well 7, and 2. An Amendment to the Lockheed Martin Perchlorate Agreement to treat Raub Well 7. Motion: Committee member Davidson, Second: Committee member Scott-Coe 4. UPDATE ON RIVERSIDE GROUNDWATER MANAGEMENT PLAN AND GROUNDWATER MODELING Water Resources Manager Rasouli and Senior Resource Analyst Field brought to the Water Committee an update on the Riverside-Arlington Basins Groundwater Model and Groundwater Management Plans. This item will come to the Full Board sometime in April. Following discussion the Water Committee recommended approval of a 90 day no cost extension to Consultant for completion.
