W A T E R I E N E R 5 Y , L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: March 19, 2010 <br /> ITEM NO: 9 <br /> SUBJECT: PLANNING AND ENGINEERING DESIGN, CONSTRUCTION MANAGEMENT, MAN <br /> POWER ASSISTANCE AND GEOTECHNICAL PROFESSIONAL CONSULTANT <br /> SERVICES PANEL FOR PUBLIC UTILITIES CAPITAL IMPROVEMENT PROJECTS— <br /> AWARD OF MASTER AGREEMENT FOR PROFESSIONAL CONSULTANT SERVICES <br /> FOR VARIOUS CONSULTING FIRMS <br /> ISSUE: <br /> Consideration of the establishment of a proposed Consultants' Panel for Public Utilities Water and Electric <br /> Projects between April 2, 2010 and April 1, 2013. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the Agreement for Professional Services for Various Public Utilities Capital Services <br /> Projects in amounts not-to-exceed $750,000 (a sample of which is attached)with 17 professional <br /> firms for civil engineering design/technical services including, but not limited to; surveying, soil <br /> testing, grading, street design, storm drain design, landscape design, water facilities design, <br /> electrical and structural design, traffic control design, and construction administration, construction <br /> inspection, construction management and geotechnical services, and manpower assistance; and <br /> 2. Authorize the City Manager, or his designee, to execute the Master Agreements with each listed <br /> Panel member, in substantially the same form as attached to this report. <br /> BACKGROUND: <br /> On November 10, 2009, staff issued a Request for Qualifications (RFQ's) to consulting firms to retain <br /> Planning and Engineering Design, Construction Management, Man-power Assistance and Geotechnical <br /> services for various Public Utilities Capital Improvement Projects (Water and Electrical) on an as needed <br /> basis from the period of April 2, 2010 to April 1, 2013. Staff received Statements of Qualifications from 17 <br /> consulting firms. A consultant selection committee from the Public Utilities Department evaluated all <br /> submitted Statement of Qualifications. The committee recommended awarding Master Agreements to the <br /> following firms with their field of expertise as shown in the Consultants Services Panel below: <br />
