W A T E R I E N E R G Y I l I E E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T T l I T T F $ <br /> BOARD OF PUBLIC UTILITIES DATE: March 19, 2010 <br /> ITEM NO: 5 <br /> SUBJECT: 2009 ANNUAL REPORT — ELECTRIC SYSTEM INSPECTION AND CORRECTIVE <br /> ACTION <br /> ISSUE: <br /> Pursuant to the California Public Utility Commission's requirement commonly referred to as GO 165,the City <br /> of Riverside Public Utilities (RPU) must submit to the Board of Public Utilities an annual report summarizing <br /> inspections made, condition of equipment observed and repairs made to the electric system. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities receive and file the 2009 Annual Report of Electrical Facilities Inspection. <br /> BACKGROUND: <br /> The State of California Public Utilities Code requires the California Public Utilities Commission (CPUC) to <br /> adopt standards for the inspection, maintenance, repair and replacement of electric utility distribution <br /> facilities. Effective March 31, 1997,the CPUC adopted General Order No. 165 (GO 165)for investor owned <br /> utilities which established minimum inspection requirements for certain electric distribution facilities, including <br /> maximum allowable inspection cycle lengths, condition rating, record keeping, reporting on scheduling and <br /> performance of corrective action. Although the City is not subject to the jurisdiction of the CPUC, the City <br /> has followed the requirements of GO 165 in performing periodic inspections. <br /> RPU has always had inspection and maintenance programs for the electric system. Electric construction and <br /> maintenance personnel are trained to identify any unusual or abnormal conditions on the electric system and <br /> take appropriate corrective action. RPU's Inspection and Maintenance Program meets the requirements of <br /> GO 165, including a report of inspection results to the Board of Public Utilities. RPU's GO 165 program also <br /> includes the development of a Asset Management system. <br /> In 2009, Energy Delivery staff and contractors patrolled all of the distribution and transmission lines. The <br /> transmission system was patrolled from the air by Energy Delivery staff using the City's Police Department's <br /> helicopters. Contract crews also conducted a detailed infrared inspection of the transmission lines and <br /> equipment from the ground. Contract crews performed detailed inspections of 14,089 poles with their related <br /> overhead equipment. Contract crews also completed 3,732 intrusive inspections of wood poles. In all, staff <br /> and contractors performed 31,364 detailed inspections, and 321 corrective actions on facilities subject to <br /> RPU's standard of care. <br /> Detailed inspections of overhead equipment including: transformers, capacitors, regulators, reclosers and <br /> switches; determined that 5,022 out of 5,715 or 87.8%were rated good or very good and 57 transformers or <br /> 1.0% need to be replaced or repaired. Detailed inspections of transmission and distribution poles determined <br /> that 12,569 out of 14,089 poles or 89.2% were rated good or very good and 73 poles or 0.5% were <br /> determined to need replacement or to be reinforced. Detailed inspections also revealed that over 60.6% of <br /> poles inspected have GO-95 conditions requiring correction. Most of these conditions were rated as minor. <br /> Intrusive inspections of wood poles determined that 3,320 poles out of 3,732 or 89.0% passed inspection <br /> and 155 poles or 4.2% need to be replaced or reinforced. The remaining 257 poles or 6.9% require minor <br /> maintenance. <br />
