W A T E R I E N E R 5 Y , L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: February 19, 2010 <br /> ITEM NO: 12 <br /> SUBJECT: NON-RESIDENTIAL PHOTOVOLTAIC (PV) SYSTEM REBATE FOR THE <br /> INSTALLATION OF A 70.75 KW PV SYSTEM <br /> ISSUE: <br /> Consideration to award a rebate that exceeds the rebate cap for a Photovoltaic (PV) system installation <br /> to a Riverside Public Utilities' (RPU) non-residential customer. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities recommend that the City Council approve a rebate to Michael Boyko, <br /> DDS, through the Non-Residential Photovoltaic Rebate Program in the amount of$200,000. <br /> BACKGROUND: <br /> The Non-Residential Photovoltaic System Rebate Program provides financial incentives to business <br /> customers who purchase and install solar energy systems. Under the Program guidelines, RPU <br /> customers can qualify for a rebate of $3 per watt of alternating current (AC) output. For Demand rate <br /> customers, The City Council approved rebates up to 50% of the project cost or up to an incentive cap of <br /> up to, but not equal to, $200,000, whichever is less. <br /> Michael Boyko, DDS, a RPU non-residential demand customer located at 4942 Arlington Avenue, <br /> recently installed a 70.75 kW PV system. As the largest private installation to date for a City of Riverside <br /> (City) business, the implementation has greatly reduced both their peak load and overall consumption. <br /> Their efforts are a prime example of an established business investing in energy efficiency and <br /> renewable resources to reduce electricity usage and lessen their draw on the City's power grid. <br /> The 70.75 kW PV system's total project cost of $653,660 makes Michael Boyko, DDS, eligible for a <br /> rebate of$200,000. The $200,000 rebate amount is the incentive level limit for a Demand customer and <br /> requires Board of Public Utilities and City Council approval.. <br /> FISCAL IMPACT: <br /> Funds up to $200,000 are included in the Fiscal Year 2009-10 Public Benefits, Non-Residential <br /> Photovoltaic System Rebate Program Account No. 6020100-456064. <br /> Prepared by: Michael J.
