= RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: February 5, 2010 <br /> ITEM NO: 7 <br /> SUBJECT: EASEMENT ACQUISITION FOR RELOCATION OF WATERLINE IN CONNECTION <br /> WITH PUBLIC WORKS DEPARTMENT IOWA AVENUE GRADE SEPARATION <br /> PROJECT <br /> ISSUE: <br /> Consideration of expenditure for the acquisition of a permanent easement and temporary construction <br /> easement over Assessor Parcel Numbers 247-170-030 and 247-170-040 (Exhibits A & B). <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the expenditure of up to $89,000 to cover the costs of the <br /> easements and related escrow and title fees. <br /> BACKGROUND: <br /> The Public Works Department is constructing an overpass above the Burlington Northern Santa Fe(BNSF) <br /> railroad tracks, separating the grade at Iowa Avenue, northerly of Palmyrita(the"Project"). The Project has <br /> an impact on various Water Utility pipelines in this area and will require relocation. Most of the relocated <br /> waterlines will be installed within the public right of way. However, three of the waterlines will be installed <br /> within the proposed 25,483 square foot easement (Exhibit "A") and will also require a 1,321 square foot <br /> temporary construction easement (Exhibit"B"). <br /> Based on a recent fair market appraisal of the combined 25,483 square foot waterline easement and the <br /> 1,321 square foot temporary construction easement,the estimated acquisition costs forthe easements total <br /> $85,200, while escrow and related title fees are expected to be $3,800. <br /> FISCAL IMPACT: <br /> The total estimated cost for the easements is an amount not-to-exceed $89,000. Funds are available in the <br /> Public Utilities' Water Property Acquisition Account No. 6230000-470805. <br /> Prepared by: Gary L.
