<br /> SUBJECT: MAGNOLIA SUBSTATION FENCE UPGRADE PROJECT-AWARD OF BID NO. 6806
<br /> ISSUE:
<br /> Consideration of a contract award for the removal of the existing chain link fence,footings, foundations, and
<br /> posts, installation of new security fence, realignment of existing vehicle entrance gate and installation of
<br /> manual vehicle entrance at Magnolia Substation located at 3416 Central Avenue., Bid No. 6806.
<br /> RECOMMENDATION:
<br /> That the Board of Public Utilities award a contract for the construction of the Magnolia Substation Fence
<br /> Upgrade Project, Bid No. 6806 to the lowest responsive bidder, Westbrook Fence Co., of San Bernardino,
<br /> California, in the amount of$54,112.30.
<br /> BACKGROUND:
<br /> On June 5, 2009, the Board of Public Utilities approved Work Order No. 0909712 in the amount of
<br /> $1,750,000 to prepare engineering design, purchase materials and equipment, construct and install the first
<br /> phase of Riverside Public Utilities' electric security system upgrade project, which included funding for
<br /> constructing the Magnolia Substation fence upgrade as Task 02.
<br /> Magnolia substation has been the target of theft and damage. The perpetrators are primarily removing the
<br /> grounding copper wire, which subsequently creates a dangerous working environment. This causes a
<br /> significant impact to the reliability of the power system, safety of the Riverside Public Utilities (RPU) crews,
<br /> and adds significant maintenance costs. The purpose of this project is to upgrade the existing chain link
<br /> fence to provide better security against theft, damage, and to help guard against rodents and other unwanted
<br /> intruders.The chain link fence shall be replaced with security fencing as specified in the contract documents,
<br /> and the new fencing layout will allow for easier access for large vehicles entering the substation.
<br /> Bids were opened on December 21, 2009. The lowest responsive bid was from Westbrook Fence Company.
