W A I E R E N E R G Y I I F F <br />RIVERSIDE PUBLIC UTILITIES <br />1 W& <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: OCTOBER 16, 2015 <br />ITEM NO: 9 <br />File ID — 15 -3242 — D <br />SUBJECT: CONSTRUCTION OF THE CENTRAL AVENUE WATER MAIN REPLACEMENT <br />PROJECT (PALM TO BELINDA) — WORK ORDER NO. 1602896 FOR $790,000 <br />ISSUE: <br />The issue for Board of Public Utilities consideration is to approve a capital expenditure in the amount of <br />$790,000 for Work Order No. 1602896 to construct the Central Avenue Water Main Replacement Project <br />(Palm to Belinda). <br />RECOMMENDATION: <br />That the Board of Public Utilities approve a capital expenditure of $790,000 for Work Order No. 1602896, <br />which includes all design, construction, paving, contract administration, inspection and construction <br />contingency costs for the Central Avenue Water Main Replacement Project (Palm to Belinda). <br />BACKGROUND: <br />The Riverside Public Works Department (PW) is scheduled to perform pavement improvements along <br />Central Avenue between Streeter Avenue and Brockton Avenue as part of their arterial roadway <br />maintenance program. The pavement improvements are scheduled to begin in the first quarter of 2016. <br />A segment of the existing water pipeline within this stretch of Central Avenue between Palm Avenue and <br />Belinda Drive is old, undersized, has experienced several service leaks and needs to be replaced in <br />advance of the pavement improvements. This project was scheduled to be completed in a future fiscal <br />year, but was re- prioritized so it could be completed ahead of the paving work. For this reason, it was <br />not included in the "Planned Routine Projects over $500,000 for Electric and Water Capital Projects for <br />Fiscal Year 2015/16" report that was received by the Board on September 4, 2015. <br />The water main replacement work will generally entail the construction of approximately 2,400 linear feet <br />of 12 -inch ductile iron pipe, 400 linear feet of 8 -inch ductile iron pipe, eight fire hydrants, 61 water <br />services, and eight system connections, along with all necessary fittings and appurtenances. The work <br />will also entail abandonment of the existing 6 -inch water pipeline within this stretch of Central Avenue <br />that was installed in 1937. <br />The work identified will be constructed by the Water Division's field forces. Other than routine service tie - <br />overs, this project is not expected to disrupt service to RPU water customers. <br />Once the new water pipelines are installed, RPU will be responsible for base paving the trench area per <br />PW standards. Staff will solicit paving bids from RPU's Paving Contractor Panel for this work. A <br />budgetary estimate for the trench resurfacing work has been included in this authorization. The final <br />asphalt cap will be performed by PW as part of their overall pavement improvement project. <br />Staff has coordinated with PW regarding the allowable working hours for the project and the work will <br />occur during normal daytime working hours. <br />
