I F F
RIVERSIDE PUBLIC UTILITIES
Board Memorandum
PUBLIC UTILITIES
BOARD OF PUBLIC UTILITIES DATE: OCTOBER 16, 2015
ITEM NO: 8
File ID — 15 -3273 — D
SUBJECT: CONSTRUCTION OF THE LARCHWOOD PLACE WATER MAIN REPLACEMENT
PROJECT— WORK ORDER NO. 1602941 FOR $895,000
ISSUE:
The issue for Board of Public Utilities consideration is to approve a capital expenditure in the amount of
$895,000 for Work Order No. 1602941 to construct the Larchwood Place Water Main Replacement
Project.
RECOMMENDATION:
That the Board of Public Utilities approve a capital expenditure of $895,000 for Work Order No.
1602941 which includes all design, construction, paving, contract administration, inspection and
construction contingency costs for the Larchwood Place Water Main Replacement Project.
BACKGROUND:
The construction of the Larchwood Place Water Main Replacement Project is part of Riverside Public
Utilities' (RPU) ongoing water main replacement program to replace old and high priority leaky mains.
The project area consists of existing 4 -inch cast iron water mains that were installed in 1929. Based on
their leak history, age and size, these water pipelines have been identified as high priorities for
replacement to increase system reliability and increase fire flow.
This work was originally scheduled to be completed in the next Fiscal Year. However, in order to
minimize disruptions to the customers in this area, it was reprioritized to coincide with pavement work
along Larchwood Place and Ramona Drive required as part of the Woods Streets Streetlight
Replacement, Phase I Project. For this reason, this project was not included in the "Planned Routine
Projects over $500,000 for Electric and Water Capital Projects for Fiscal Year 2015/16" report received
by the Board on September 4, 2015.
The work will generally entail the construction of approximately 3,000 linear feet of 8 -inch ductile iron
pipe, 8 fire hydrants, 55 service tie -overs and 6 system connections along with all necessary fittings
and appurtenances.
The work identified will be constructed by the Water Division's field forces. Other than routine service
tie - overs, this project is not expected to disrupt service to RPU water customers.
Once the new water pipelines are installed, RPU will be responsible for standard trench repaving per
the Public Works Department (PW) standards. Staff will solicit paving bids for resurfacing the trench
area from RPU's Paving Contractor Panel. A budgetary estimate for the paving work has been
included in this authorization.
