RPU -7300 FOR MAGNOLIA -PLAZA RELIABILITY PROJECT, AREA <br />ONE 4 KV TO 12 KV CONVERSION FOR $797,851.30 <br />ISSUE: <br />The issue for Board of Public Utilities consideration is award of Bid No. RPU -7300 for the Magnolia -Plaza <br />Reliability Project, Area One: Conduit and Substructures Installation for conversion of electric distribution <br />facilities from 4 kV to 12 kV. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Award a contract for the Magnolia -Plaza Reliability Project, Area One: Conduit and <br />Substructures Installation — 4 kV to 12 kV Conversion, Bid No. RPU -7300 to the lowest <br />responsive and responsible bidder Herman Weissker, Inc. of Riverside, California, in the <br />amount of $797,851.30; and <br />2. Determine that the bids submitted by Metro Builders & Engineers Group, Ltd., of Newport <br />Beach, California, in the amount of $685,263.60, and VCI Construction, of Upland, California, in <br />the amount of $771,591, are non - responsive. <br />BACKGROUND: <br />This contract is part of the Magnolia -Plaza Reliability Project (MPRP) and is an important step preparing <br />for the decommissioning of Magnolia Substation and upgrade of electric distribution infrastructure in the <br />area. The proposed work will install structures to upgrade underground electric facilities near Central <br />Avenue between Riverside Avenue and Victoria Avenue. On April 2, 2015, the Board of Public Utilities <br />approved Work Order No. 1411795, in the amount of $2,250,000 which included this work. <br />Engineering staff solicited formal bids for the civil construction part of the project. Bids were opened on <br />July 6, 2015. The lowest bid submitted by Metro Builders & Engineers Group, Ltd., was deemed non- <br />responsive because the contractor did not demonstrate the relevant experience for construction services <br />as required by the bid specification. The second lowest bid submitted by VCI Construction, was also <br />deemed non - responsive because VCI Construction did not provide a compliant bid bond as required by <br />the bid specification. Consequently, the lowest responsive bid was submitted by Herman Weissker, Inc. <br />Staff reviewed the documentation provided and determined that Herman Weissker, Inc. Riverside, CA <br />met all the requirements of the specifications. Their bid of $797,851.30 was within the engineer's <br />estimate for this work and was the lowest responsive bid. The Purchasing Services Manager concurs <br />with the recommendations above. <br />
