W A T r R E H a R 6 V L I P € <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: December 16, 2011 <br /> ITEM NO: 3 <br /> SUBJECT: FLIGHT ROAD FACILITY RENOVATION —WORK ORDER NO. 1209047 <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of Work Order No. 1209047 and award a contract to TR <br /> Design Group, Inc. in the amount of$191,614 for Architectural, Engineering,Mechanical Services and LEER <br /> Commissioning to renovate the Customer Service Flight Road facility. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities; <br /> 1. Approve Work Order No. 1209047 in the amount of$250,000; and <br /> 2. Approve a Professional Services Ag reem ent with TR Design Group, Inc.,of Riverside, Cal ifomia, in <br /> an amount not to exceed $191,614. <br /> BACKGROUND: <br /> The Public Utilities Plaza facility currently houses a Customer Payment 8L Service Center and the Southern <br /> California Gas Company Payment Center. In 2006, the City's 311 Call Center was transferred to the Plaza, <br /> increasing the need for additional Utility office space. This need for office space is a result of fragmented <br /> working groups and overcrowding. <br /> In 2008, Riverside Public Utilities(RPU) acquired rights to lease the former Federal Aviation Administration <br /> office building located at the Riverside Municipal Airport(Flight Road). The facility is uniquely suited to house <br /> the 391 Call Center operations, as well as the Customer Service functions that do not typically require <br /> interaction with the public. The facility renovation at Flight Road coincides with the downtown area move for <br /> RPU employees located at Orange Square,the Plaza and Market Street so that the Customer Service group <br /> can move into their new facility. <br /> The first phase is to hire a firm to provide architectural, engineering and mechanical services for plumbing, <br /> electrical and structural design. <br /> The Community Development Building Services Division developed a Request for Proposal (RFP) and <br /> released it for advertisement on October 9, 2011. A pre-bid conference was held on October 20, 2011 with <br /> eight (8) architectural/engineering firms attending and four (4) proposals were submitted on November 3, <br /> 2011. TR Design Group, Inc. was deemed the best qualified to perform the services based on project <br /> understanding,willingness to meet an aggressive project schedule,proximity of corporate office to work site, <br /> quality of subcontractors for the work, familiarity of City contracts and agreements and demonstrated success <br /> with other local projects. <br />
