W A T r R E H a R 6 V L I P € RIVERSIDE PUBLIC UTILITIES Board Memorandum PUBLIC UTILITIES BOARD OF PUBLIC UTILITIES DATE: December 16, 2011 ITEM NO: 3 SUBJECT: FLIGHT ROAD FACILITY RENOVATION —WORK ORDER NO. 1209047 ISSUE: That the Board of Public Utilities consider approval of Work Order No. 1209047 and award a contract to TR Design Group, Inc. in the amount of$191,614 for Architectural, Engineering,Mechanical Services and LEER Commissioning to renovate the Customer Service Flight Road facility. RECOMMENDATIONS: That the Board of Public Utilities; 1. Approve Work Order No. 1209047 in the amount of$250,000; and 2. Approve a Professional Services Ag reem ent with TR Design Group, Inc.,of Riverside, Cal ifomia, in an amount not to exceed $191,614. BACKGROUND: The Public Utilities Plaza facility currently houses a Customer Payment 8L Service Center and the Southern California Gas Company Payment Center. In 2006, the City's 311 Call Center was transferred to the Plaza, increasing the need for additional Utility office space. This need for office space is a result of fragmented working groups and overcrowding. In 2008, Riverside Public Utilities(RPU) acquired rights to lease the former Federal Aviation Administration office building located at the Riverside Municipal Airport(Flight Road). The facility is uniquely suited to house the 391 Call Center operations, as well as the Customer Service functions that do not typically require interaction with the public. The facility renovation at Flight Road coincides with the downtown area move for RPU employees located at Orange Square,the Plaza and Market Street so that the Customer Service group can move into their new facility. The first phase is to hire a firm to provide architectural, engineering and mechanical services for plumbing, electrical and structural design. The Community Development Building Services Division developed a Request for Proposal (RFP) and released it for advertisement on October 9, 2011. A pre-bid conference was held on October 20, 2011 with eight (8) architectural/engineering firms attending and four (4) proposals were submitted on November 3, 2011. TR Design Group, Inc. was deemed the best qualified to perform the services based on project understanding,willingness to meet an aggressive project schedule,proximity of corporate office to work site, quality of subcontractors for the work, familiarity of City contracts and agreements and demonstrated success with other local projects.
