W h l € K E N E R G w L I s E. <br /> RIVERSIDE PUBLIC UTILITIES <br /> P U B L I C U T I L I T 1 ES Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: November 18, 2011 <br /> ITEM NO: 11 <br /> SUBJECT: CONSTRUCTION OF THE STATE ROUTE 91 HOV LANE PROJECT - <br /> MISCELLANEOUS WATER FACILITY RELOCATIONS - WORK ORDER NO. <br /> 1112062— PHASE VI; REIMBURSEMENT FROM RCTC <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a capital expenditure in the amount of $1,555,000 <br /> to construct the State Route (SR) 91 HOV Lane Project - Miscellaneous Water Facility Relocations <br /> (Utilities Agreement No. 21699) — Phase Vl. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the capital expenditure of $1,555,000 for Work Order No. <br /> 1112062, which includes all design, construction, change order contingencies, construction management <br /> and inspection for the SR 91 HOV Lane Project — Miscellaneous Water Facility Relocations (Utilities <br /> Agreement No. 21699) — Phase VI. <br /> BACKGROUND: <br /> The State of California Transportation Department (Caltrans) will begin work in mid-2012 on improving <br /> the SR 91 through the City of Riverside from Adams Street to University Avenue. Caltrans is completing <br /> the design and plans to award a construction contract in mid-January 2012. Caltrans will also act as the <br /> Construction Administrator and the Riverside County Transportation Commission (RCTC) will provide <br /> funding for the water utility relocations. <br /> Many water facilities owned by the City of Riverside Public Utilities Department will need to be relocated <br /> before and during construction of the freeway. Utilities Agreement No. 21699 (UA 21699) with RCTC will <br /> accommodate the relocation of various water related facilities throughout the course of freeway <br /> construction. The miscellaneous water facility relocations include; fire hydrants; water service meters; <br /> adjustments of water vaults; fire line services; air/vac's; blow-offs; and water distribution mains. While <br /> cumulatively significant, these individual projects are generally too small to warrant preparation of <br /> separate design/bid packages. This work will be performed by City forces or through the Water <br /> Contractor's Panel. All costs associated with the relocation under the UA 21699 will be 100% <br /> reimbursable by RCTC. The Utility Agreements with RCTC have been previously approved by the Board <br /> of Public Utilities and City Council. <br /> FISCAL IMPACT: <br /> The capital expenditure of $1,555,000 includes all design, construction, change order contingencies, <br /> construction management and inspection, as summarized in the following table: <br />
