W A s N E N E R <br /> RIVERSIDE PUBLIC UTILITIES <br /> W& Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: November 18, 2011 <br /> ITEM NO: 9 <br /> SUBJECT: FIRST ADDENDUM TO THE SOFTWARE LICENSE AGREEMENT NO. 2006224 <br /> WITH TELVENT USA CORPORATION TO ADD AN ENTERPRISE LICENSE <br /> ADDENDUM FOR THE GEOGRAPHIC INFORMATION SYSTEMS/COMPUTER <br /> AUTOMATED DESIGN, MAPPING AND ENGINEERING REPLACEMENT PROJECT <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of an Enterprise License Agreement for the Telvent USA <br /> Corporation (Telvent) software products that will be implemented in the Geographic Information Systems <br /> (GIS)/Computer Automated Design, Mapping and Engineering (CADME) replacement project. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the First Addendum to the Software License Agreement No. 2006-224 with Telvent USA <br /> Corporation to add an Enterprise License Addendum at an annual cost of $115,000 for three (3) <br /> years; <br /> 2. Authorize the City Manager, or his designee, to execute the First Addendum to the Software <br /> License Agreement No. 2006-224 with Telvent USA Corporation; and <br /> 3. Authorize staff to issue a change order to the Telvent Purchase Order No. 123025 in the amount of <br /> $44,941. <br /> BACKGROUND: <br /> In 2010, the City Council approved the replacement of the City's CADME system and subsequently launched <br /> a GIS/CADME migration project with Telvent, formally Telvent Miner& Miner, Telvent was selected as the <br /> implementation contractor due to their additional utility focused software products, ArcFM Solution that <br /> offered an extension to the Environmental System Research Institute's (ES RI) Arc GIS base application, <br /> The approved Telvent contract in the amount of $1,182,630 included an additional amount of $70,059 for <br /> software and first year maintenance costs. At the time the gap analysis was completed, Telvent's proposal <br /> included a minimal number of software licenses for the base ArcFM Solution and a requirement to document <br /> Riverside's specific requirements for a web-based GIS Viewer solution. A web-based viewer solution <br /> provides the ability to publish GIS data over the web for viewing and analysis purposes, making data easily <br /> and quickly accessible across the organization via web browsers, PDA's and smart phones. Riverside's <br /> specific viewer requirements now point to Telvent's ArcFM Server, an integrated web-based GIS, as the <br /> appropriate application. ArcFM Server complements ESRI's ArcGIS Server by providing the benefit of <br /> viewing the additional Utility specific data and provides extended web-based ArcFM functionality. At the time <br /> the Statement of Work (SOW) was completed, It was not known which viewer solution would best fit <br /> Riverside's viewing requirements. Telvent's ArcFM Server was not fully developed. <br />
