E N E R G Y L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> P U B L I C U T I L I T I E S Board Memorandum <br /> 80ARD OF PUBLIC UTILITIES DATE: November 18, 2011 <br /> ITEM NO: 8 <br /> SUBJECT: CONSTRUCTION OF THE STATE ROUTE 91 HOV LANE PROJECT FOR THE <br /> ARLINGTON AVENUE UNDERCROSSING MAIN REPLACEMENT PROJECT - <br /> WORK ORDER NO. 1112056— PHASE V; REIMBURSEMENT FROM RCTC <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a capital expenditure in the amount of$406,250.00 <br /> to construct the State Route (SR) 91 HOV Lane Project for the Arlington Ave Undercrossing Main <br /> Replacement Project (Utilities Agreement No. 21636) — Phase V. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the capital expenditure of $406,250.00 for Work Order No. <br /> 1112056 which includes all design, construction, change order contingencies, construction management <br /> and inspection for the SR 91 HOV Lane Project for the Arlington Avenue Undercrossing Main <br /> Replacement Project (Utilities Agreement No. 21636) — Phase V. <br /> BACKGROUND: <br /> The State of California Transportation Department (Caltrans) will begin work in mid-2012 on improving <br /> the SR 91 through the City of Riverside from Adams Street to University Ave. Caltrans is completing the <br /> design and will award for construction in mid-January 2012. Caltrans will also act as the Construction <br /> Administrator and the Riverside County Transportation Commission (RCTC) will provide funding for the <br /> utility relocations. <br /> Many water facilities owned by the City of Riverside Public Utilities Department will need to be replaced <br /> and relocated before construction can begin on the freeway. Utilities Agreement No. 21636 (UA 21636) <br /> with RCTC will accommodate the replacement of 544 linear feet of existing 12-inch cast iron water main. <br /> This work is being undertaken to accommodate the lowering of the road surface on Arlington Avenue at <br /> the SR 91 overcrossing. <br /> Staff has completed the design for the replacement of the water distribution main and associated <br /> facilities, Due to increased construction cost items including existing pavement thickness in excess of <br /> 18-inches, required night work by the Public Works Department and additional traffic control the <br /> construction cost is estimated to be $406,250. While this cost is in excess of the original estimate, it falls <br /> within the 125% range provided for in the UA 21636 with RCTC as previously approved by the Board of <br /> Public Utilities and City Council. Therefore, all costs associated with the relocation under the Utility <br /> Agreement will be 100% reimbursable by RCTC, <br /> FISCAL IMPACT: <br /> The capital expenditure of $406,250 includes all design, construction, change order contingencies, <br /> construction management and inspection, as summarized in the following table: <br />
